475 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby <br />and unanimously carried, the Board by resolution authorized the Cabarrus <br />Parks and Recreation Department to apply for the $2,500.00 grant from <br />the North Carolina Arts Council's Grassroots Fund. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board authorized the Chairman to <br />sign the resolution and the application requesting State funding in the <br />amount of $16,000.00 for the Cabarrus County Land Records Project. The <br />resolution is as follows. <br /> <br /> A RESOLUTION REQUESTING THAT THE NORTH <br /> CAROLINA DEPARTMENT OF ADMINISTRATION <br />QUALIFY THE CABARRUS COUNTY LAND RECORDS <br />MANAGEMENT PLAN FOR ANALOGOUS FUNDINGS <br />UNDER THE NORTH CAROLINA LAND RECORDS <br /> MANAGEMENT PROGRAM AS ESTABLISHED BY <br /> CHAPTER 1099, SESSIONS LAWS, 1977 <br /> <br /> WHEREAS, Cabarrus County recognizes a need to create a more efficient <br />standardized land record system with long range plans for modernization <br />of its land records; and <br /> <br /> WHEREAS, the Board of County Commissioners has examined and duly <br />considered this resolution and considers it to be in the public interest <br />and to its benefit to file the request for funds under the North Carolina <br />Land Records Management Program; <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF CABARRUS COUNTY, NORTH CAROLINA, that the County requests that it be <br />accepted for funding for land records projects, and hereby expresses <br />assurances to comply with the Rules and Regulations Governing State <br />Grants for Improvement of Land Records. <br /> <br /> This resolution adopted after motion, second and roll call on this <br />date. <br /> <br />Dated: June 16~ 1986 <br /> <br />ATTEST: <br />Frankie F. Lentz, Chairman <br /> <br /> Chairman Lentz reported that Mr. William L. Mills, III, attorney, <br />had expressed concern to him regarding Jackson Park Sanitary District <br />and the possible need for a tax levy for 1986-87. He 'explained that Mr. <br />Mills had suggested the possibility that the proposed agreement for the <br />City of Concord to take control of the Jackson Park Sanitary District <br />would not be finalized and the District would need a tax levy in order <br />to continue operation. The Board discussed the possibility of having a <br />special meeting later in the month to levy a tax for the Jackson Park <br />Sanitary District or providing a temporary loan to the Sanitary District <br />during the next year if the need should arise. It was noted that the <br />Board of Directors for the Jackson Park Sanitary District had not <br />transmitted to the Board of Commissioners a proposed tax rate for the <br />Sanitary District by June 1 as specified by the General Statutes. <br /> At 7:30 P.M., Chairman Lentz stated that this was the day and hour <br />scheduled for a public hearing regarding the proposed 1986-87 Cabarrus <br />County Budget and asked if anyone were present who wished to speak for <br />or against the proposed budget. <br /> Mr. Philip H. Smith, Sr., member of the Board of Trustees of Rowan <br />Technical College, requested that the Board honor the College's request <br />for a budget appropriation in the amount of $86,000.00 for the 1986-87 <br /> <br /> <br />
