476 budget year. He explained that the appropriation was requested to provide funding for the Cabarrus facilities which are operated by Rowan Technical College for the citizens of Cabarrus County. Mr. Smith reviewed the history of the Adult Education Programs offered by Rowan Technical College to Cabarrus citizens and outlined the continuing need for adult education in Cabarrus County. He introduced the following persons who were also present in support of Rowan Technical College: Dr. Richard Brownell, Mr. Ron Bostian, Mr. Bob Szakal, Mr. William McCrary, Mr. Rickard Rodgers, Ms. Margaret Moses, and Mr. Branson Jones. Mr. Manuel Kiser, resident of the Flowe's Store Fire District, asked that the requested four cents (4¢) tax levy for that District be reduced to one cent (1¢) and stipulations be placed upon the tax levy. He stated that the lawsuit involving the Flowe's Store Volunteer Fire Department had not been settled as "eligible voters" in the fire dis- trict had not been defined in the lawsuit. Mr. Kiser also complained that money belonging to the fire department was in a Federal Credit Union in Greensboro in Mr. Frank Herrin's name. There was no one else to speak regarding the proposed budget and the public hearing was closed. Commissioner Upright stated that she was an employee of Rowan Technical College. The motion by Commissioner Upright to increase the budget appro- priation for Rowan Technical College for 1986-87 to $86,000.00 failed for lack of second. The motion by Commissioner Upright and seconded by Chairman Lentz to increase the 1986-87 appropriation to Rowan Technical College from $53,158.00 to at least $75,000.00 with the additional monies to come from the Contingency Fund failed with Commissioner Upright and Chairman Lentz voting for and Commissioners Payne, Hamby, and Barnhardt voting against. The Board accepted the recommendation by Mr. Fletcher L. Hartsell, Jr., County Attorney, that the following provision be added to Section VIII of the proposed 1986-87 Cabarrus County Budget Ordinance. (e) The special appropriations shall be distributed contingent upon execution by the provider of a statutory permissible contract for services. UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unanimously carried, the Board adopted the following Cabarrus County Budget Ordinance for Fiscal Year 1986-87 with the addition of Section VIII (e) and with the specific proviso that no tax rate is being levied at this time for Jackson Park Sanitary District. CABARRUS COUNTY BUDGET ORDINANCE FISCAL YEAR 1986-1987 BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North Carolina, meeting in session this 16th day of June, 1986, that the following fund revenues and departmental expenditures together with certain restrictions and authorizations are adopted. Section I. General Fund A. It is estimated that the following revenues will be available in the General Fund for the fiscal year beginning July 1, 1986, and ending June 30, 1987.
