He explained that the appropriation was requested to <br />provide funding for the Cabarrus facilities which are operated by Rowan <br />Technical College for the citizens of Cabarrus County. Mr. Smith <br />reviewed the history of the Adult Education Programs offered by Rowan <br />Technical College to Cabarrus citizens and outlined the continuing need <br />for adult education in Cabarrus County. He introduced the following <br />persons who were also present in support of Rowan Technical College: <br />Dr. Richard Brownell, Mr. Ron Bostian, Mr. Bob Szakal, Mr. William <br />McCrary, Mr. Rickard Rodgers, Ms. Margaret Moses, and Mr. Branson Jones. <br /> Mr. Manuel Kiser, resident of the Flowe's Store Fire District, <br />asked that the requested four cents (4¢) tax levy for that District be <br />reduced to one cent (1¢) and stipulations be placed upon the tax levy. <br />He stated that the lawsuit involving the Flowe's Store Volunteer Fire <br />Department had not been settled as "eligible voters" in the fire dis- <br />trict had not been defined in the lawsuit. Mr. Kiser also complained <br />that money belonging to the fire department was in a Federal Credit <br />Union in Greensboro in Mr. Frank Herrin's name. <br /> There was no one else to speak regarding the proposed budget and <br />the public hearing was closed. <br /> Commissioner Upright stated that she was an employee of Rowan <br />Technical College. <br /> The motion by Commissioner Upright to increase the budget appro- <br />priation for Rowan Technical College for 1986-87 to $86,000.00 failed <br />for lack of second. <br /> The motion by Commissioner Upright and seconded by Chairman Lentz <br />to increase the 1986-87 appropriation to Rowan Technical College from <br />$53,158.00 to at least $75,000.00 with the additional monies to come <br />from the Contingency Fund failed with Commissioner Upright and Chairman <br />Lentz voting for and Commissioners Payne, Hamby, and Barnhardt voting <br />against. <br /> The Board accepted the recommendation by Mr. Fletcher L. Hartsell, <br />Jr., County Attorney, that the following provision be added to Section VIII <br />of the proposed 1986-87 Cabarrus County Budget Ordinance. <br /> <br />(e) <br /> <br />The special appropriations shall be distributed contingent <br />upon execution by the provider of a statutory permissible <br />contract for services. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following Cabarrus County <br />Budget Ordinance for Fiscal Year 1986-87 with the addition of Section <br />VIII (e) and with the specific proviso that no tax rate is being levied <br />at this time for Jackson Park Sanitary District. <br /> <br /> CABARRUS COUNTY <br />BUDGET ORDINANCE <br />FISCAL YEAR 1986-1987 <br /> <br /> BE IT ORDAINED by the Board of Commissioners of Cabarrus County, <br />North Carolina, meeting in session this 16th day of June, 1986, that the <br />following fund revenues and departmental expenditures together with <br />certain restrictions and authorizations are adopted. <br /> <br />Section I.
