482 <br /> <br />This is a Task Order attached to and made a part of the Agreement dated <br />February 26, 1985 between Cabarrus County, North Carolina (OWNER or COUNTY) <br />and Camp Dresser & McKee (ENGINEER or CDM) for professional services. <br /> <br />The Basic Services of ENGINEER as described in Section 1 of said Agree- <br />ment are amended and supplemented as follows: <br /> <br />The ENGINEER agrees to complete an application to the State of North <br />Carolina for an amendment to the County's existing landfill permit and <br />prepare an operations plan for the Landfill. <br /> <br /> SCOPE OF SERVICES <br /> FOR <br />LANDFILL PERMIT AMENDMENT APPLICATION <br /> <br />AND OPERATIONS PLAN <br /> <br />TASK A - BOUNDARY AND TOPOGRAPHICAL SURVEY <br />For the purposes of preparing the necessary plans for the landfill <br />permit amendment, a detailed boundary and topographical survey of the <br />existing landfill property will be required. We will assist the County <br />in retaining a survey firm to conduct the boundary survey and produce a <br />base map with a 5 foot contour interval. <br /> <br />TASK B - PREPARATION OF PERMIT AMENDMENT APPLICATION <br />Prepare a permit amendment application for State review. The amendment <br />application will consist of three engineering plans including a final <br />contour plan, an erosion control and sedimentation plan, and a cover <br />material excavation plan along with accompanying text. <br /> <br />TASK C - SUBMIT PERMIT AMENDMENT APPLICATION TO COUNTY <br /> <br />Submit the permit amendment application package to the County for <br />review. Attend one meeting with the County to present the results. <br /> <br />TASK D - SUBMIT PERMIT AMENDMENT APPLICATION TO STATE <br /> <br />Present and submit the permit amendment application to the Division of <br />Health Services, Solid and Hazardous Waste Management Branch. Address <br />State review comments and resubmit the permit amendment application if <br />necessary. <br /> <br />TASK E - PREPARATION OF OPERATIONS PLAN <br />Based on the engineering plans completed for the landfill permit amend- <br />ment application, prepare an operations plan for the landfill. The <br />operations plan will revise and/or supplement information contained in <br />the April 1986 Landfill Study in the following areas: <br /> <br />Outline the sequence and methods of landfilling. <br />Detail construction methods to control infiltration and minimize <br />leachate production outbreak. <br />Review cover material and closure requirements. <br />Refine estimate of remaining useful life of the landfill. <br />Refine cost estimates for initial site preparation, closure, and <br />annual operating costs for the landfill. <br /> <br />TASK F - PRESENTATION OF OPERATIONS PLAN <br /> <br />Submit 10 copies of the operations plan to the County complete with <br />text, tables, graphs, and two or three plan sheets. Attend one meeting <br />with the County to present the results and recommendations of the <br />operations plan. <br /> <br />The responsibility of OWNER as described in Section 2 of said Agreement <br />are amended and supplemented as follows: <br /> <br />OWNER shall provide equipment and labor required for the surveyor to <br />gain access to the site. <br /> <br />The time periods for the performance of ENGINEER's services as set forth <br />in Section 3 of said Agreement are amended and supplemented as follows: <br /> <br /> <br />
