483 <br /> <br />The survey information necessary for commencement of the Basic Services <br />is estimated to be completed within 4 months from receipt of a notice to <br />proceed. Upon receipt of the survey information, the permit amendment <br />application is estimated to be completed within 3 months. The <br />operations plan is estimated to be completed within 2 months after <br />completion of the permit amendment application. <br /> <br />The method of payment for services rendered by ENGINEER shall be as set <br />forth below: <br /> <br />OWNER shall pay ENGINEER a lump sum amount of $28,400.00 for the Basic <br />Services. Craven Company <br /> <br />Fiatallis Model 262B <br />Tractor Scraper <br /> <br />X $204,372.60 <br /> <br />Carolina Tractor & Caterpillar 627B Wheel X <br /> Equipment Tractor Scraper <br /> <br />$203,945.34 <br /> <br />Rimtrax Corporation <br /> <br />No Bid <br /> <br /> Mr. Robert Farris, Environmental Health Supervisor, recommended the <br />purchase of the Caterpillar 627B Scraper for the Landfill. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board awarded the bid for the sanitary landfill <br />scraper to the low bidder, Carolina Tractor & Equipment, for the Caterpillar <br />627B Wheel Tractor Scraper in the amount of $203,945.34. <br /> The Chairman stated that The Cabarrus County Industrial Facilities and <br />Pollution Control Financing Authority (hereinafter sometimes called the <br />"Authority") has adopted a resolution expressing its intention to issue <br />industrial revenue bonds and authorizing the execution and delivery of a <br />Memorandum of Inducement and Intent pertaining to the financing of an indus- <br />trial project for Fieldcrest Mills, Inc., a Delaware corporation (the <br />"Company"). The Company proposes to acquire certain new machinery and <br />equipment (the "Equipment") and install the Equipment in existing manufactur- <br />ing facilities of the Company referred to as Plant Number 4 and located at <br />One Lake Circle Drive and at 211 West "F" Street in the City of Kannapolis, <br />North Carolina (the Equipment and the installation thereof hereinafter called <br />the "Project"), all of which will be used by the Company in the manufacture <br />of towels, bed sheets and related products. Pursuant to the Memorandum of <br />Inducement and Intent, the Authority has requested that all or a portion of <br />the cost of the Project be financed by issuance of industrial revenue bonds <br />of the Authority in an aggregate principal amount not to exceed $1,000,000. <br />Copies of the resolution of the Authority and the Memorandum of Inducement <br />and Intent were submitted to the Board. <br /> The Chairman stated that since the application of the Authority for <br />approval of the Project cannot, under regulations of the North Carolina <br />Department of Commerce, be officially received until, among other things, a <br />public hearing is held on the Project and until the Board approves the <br />Project in principle, the Authority has recommended and requested that the <br /> <br /> <br />
