499 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Council Room of the Concord Municipal Building at 7:30 P.M. on <br />Wednesday, July 23, 1986, for a joint meeting with the Concord Board of <br />Aldermen to discuss the Coddle Creek Reservoir and Dam Project and to conduct <br />an Executive Session to discuss the acquisition of property. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Absent - Commissioner Marcelle M. Upright <br /> Chairman Lentz announced that Commissioner Upright was attending the <br />Centralina Council of Governments meeting in Salisbury and would not be <br />present for the meeting. <br /> Members of the Concord Board of Aldermen present for the meeting were as <br />follows: Mayor Bernie A. Edwards and Aldermen James L. Dorton, T. Laine <br />Harling, Frank A. Dusch, jr., Robert L. Mathis, Jr., Wilson F. Cone, Jr., and <br />Dr. Hector H. Henry. Alderman Lamar Barrier arrived later in the meeting and <br />was present for the Executive Session. <br /> Mayor Edwards stated the purpose of the meeting was to determine if the <br />City and County wished to go forward with the Coddle Creek Reservoir and Dam <br />Project and to determine what needs to be done regarding this project. <br /> Chairman Lentz stated the Board of Commissioners were committed to the <br />Coddle Creek Reservoir and Dam Project and were anxious to proceed with the <br />project. <br /> Alderman Henry, member of the City/County liaison committee, reported it <br />was the consensus of that committee that it would be worthwhile for the City <br />of Concord and Cabarrus County to join together on the Coddle Creek project. <br />He stated the liaison committee had discussed such items as the City and <br />County sharing in the project on a 50/50 basis, financing the project through <br />a bond referendum, and establishing a committee to operate the dam. However, <br />Alderman Henry stated that the City and County would need to work out the <br />details regarding the acquisition of land, method of financing, and the <br />administration of the dam. <br /> Chairman Lentz suggested the possibility of the appointment of a board <br />consisting of two members of the Board of Aldermen, two members of the Board <br />of Commissioners, and a fifth member appointed by the other four members to <br />administer the Coddle Creek Reservoir. <br /> Commissioner Payne proposed that the current City/County liaison committee <br />continue to meet to work out the details of the Coddle Creek Reservoir <br />and Dam Project. <br /> Mayor Edwards introduced the possible adoption of a resolution of intent <br />stating that the City and County would work together on the Coddle Creek <br />Reservoir and Dam Project on a 50/50 basis. <br /> Alderman Dorton proposed that the percentage of cost between the County <br />and the City should be on a 60/40 basis in order to be fair to the taxpayers <br />living inside the City of Concord. <br /> Alderman Cone stated the need for a formal invitation to be issued to <br />the City of Kannapolis to join in the Coddle Creek Reservoir and Dam Project. <br />Alderman Dusch indicated that a letter of invitation should also be issued to <br />the Towns of Mt. Pleasant and Harrisburg. <br />UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following Resolution of Intent. <br /> <br />RESOLUTION OF INTENT <br /> <br />WHEREAS, the residents of Cabarrus County and the City of Concord, <br /> North Carolina have the need for a reliable supply of potable <br /> water, and <br /> <br />WHEREAS, the Board of County Commissioners and the Concord Board <br /> of Aldermen desire to improve and develop a water reservoir <br /> at Coddle Creek, and <br /> <br />WHEREAS, a joint effort is considered in the best interest of all <br /> parties; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br /> of Commissioners and the Concord Board of Aldermen jointly <br /> <br /> <br />
