501 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 4, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend John A. Coad of the Associate <br />Reformed Presbyterian Church in Concord, North Carolina. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and <br />unanimously carried, the minutes of July 21 and 23, 1986, were approved as <br />written. <br /> Commissioner Barnhardt reported he had received a complaint from a <br />resident of the Irish Potato Road area that the noise from the private party <br />at the residence of Pleas W. Carter, Jr., on July 31 had continued until <br />2:00 A.M. the following morning. It was noted that the amplification permit <br />granted to Mr. Carter by the Board on July 21 had been for the period of <br />7:00 P.M. until 11:00 P.M. on the evening of July 31. <br /> The Board reviewed the letter from Mr. Everette L. Murph, Chairman of <br />the Kannapolis Sanitary District Board, recommending the appointment of <br />Messrs. Roy E. Phillips and Willard Quinn to the Kannapolis Sanitary District <br />Board to fill the vacancies created by the resignation of Messrs. Phillip M. <br />Meacham and Melvin W. Rape. Cormmissioner Upright questioned the legality of <br />the appointment of Mr. Phillips as he is a resident of Rowan County. <br /> Chairman Lentz nominated Messrs. Roy E. Phillips and Willard Quinn for <br />appointment to the Kannapolis Sanitary District Board. Commissioner Upright <br />nominated Messrs. Willard Quinn and Carl Moore to the Kannapolis Sanitary <br />District Board. Voting was as follows: <br /> <br />Voting for Roy E. Phillips - Commissioner Payne and Chairman Lentz <br />Voting for Willard Quinn - Chairman Lentz and Commissioners Payne, <br /> Hamby, Barnhardt, and Upright <br />Voting for Carl Moore - Commissioners Upright, Barnhardt, and <br /> Hamby <br /> <br /> The Board appointed Messrs. Willard Quinn and Carl Moore to fill the <br />positions on the Kannapolis Sanitary District Board previously held by <br />Messrs. Phillip M. Meacham and Melvin W.
