We actually <br /> allocated $22,213. more than originally expected. This amendment adds <br /> this funding. <br /> <br /> Mr. Robert Farris, Environmental Health Supervisor, reviewed the follow- <br />ing recommendations pertaining to the installation of a tire cutter at the <br />County landfill. <br /> <br />Me <br /> <br />Commercial tire businesses would be restricted to no more than 25 <br />tires per seven (7) day period. No tires larger than 24 inches <br />will be accepted. The charge to commercial tire businesses will be <br />$3.00 per tire for passenger tires and $4.00 per tire for any <br />larger than passenger size. <br />All other tires will be accepted at $.50 per tire. <br />No tires from outside Cabarrus County will be accepted. <br /> <br /> Commissioner Payne stated that the Board of Health had approved an <br />additional provision stating that civic or community groups such as Keep <br />Cabarrus Beautiful will not be charged for the tire cutting service. He <br />asked that this provision be added to the proposal under consideration by the <br />Board at this time. Commissioner Barnhardt expressed concern that the $3.00 <br />per tire charge for the cutting service was too high and that persons would <br />continue to throw tires by the side of the road instead of taking them to the <br />Landfill. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz with <br />Commissioners Barnhardt, Hamby, and Upright and Chairman Lentz voting for and <br />Commissioner Payne voting against, the Board tabled the item regarding the <br />recommended tire cutter fee schedule until after the Board of Health has its <br />next meeting and has reconsidered the matter. <br /> The Board asked the County Attorney to draft the provision exempting the <br />civic and community groups from the tire cutting charges before the recom- <br />mended fee schedule is reconsidered by the Board of Health. <br /> At the request of Chairman Lentz, Mr. Ben Mabrey, Emergency Services <br />Director, reviewed a recent complaint regarding a requested transfer of a <br />Smith patient to the Veterans Administration (V.A.) Hospital in Salisbury. <br />Stating that the Ambulance Service had encountered numerous problems in the <br />past regarding the acceptance of patients upon their arrival at the hospital, <br />Mr. Mabrey explained the policy that had been instituted several years ago <br />whereby a patient wishing to be transferred to the V.A. Hospital is required <br />to have a doctor from the V.A. Hospital contact the Ambulance Service prior <br />to the transfer. He did point out, however, that the Ambulance Service <br />responds to all emergency calls and transports these patients to Cabarrus <br />Memorial Hospital. Mr. Mabrey stated that in the Smith case the patient's <br />husband had been unaware of the transfer procedure and had become very upset <br />when his wife could not be transported to the V.A. Hospital upon his request. <br />The Board asked that a letter be written to the Smith family explaining the <br />procedures for transfer by the Ambulance Service. <br /> During his presentation to the Board regarding the Ambulance Service, <br />Mr. Mabrey reviewed the increase in the number of ambulance calls per month <br />and the problems involving non-emergency transfers. He stated that the use <br />of a convalescent ambulance unit during the past year had not been cost <br />effective due to problems involving overtime regulations for the convalescent <br />attendants and scheduling difficulties. During discussion, members of the <br />Board expressed concern regarding the use of the communications division of <br />the Sheriff's Department for dispatching non-emergency ambulance calls.
