508 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, August 18, 1986, at 7:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright The invocation was given by Reverend William Krewson of the Concord Bible Church. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the minutes of August 4 and 7, 1986, were approved as written. Commissioner Hamby announced that Governor James G. Martin had informed him during his visit to Cabarrus County on Saturday that the State had approved the County's Community Development Block Grant application for the revi- talization of the Highway 73 community. He stated the grant award in the amount of $594,106.00 from the State and approximately $210,000.00 in local financing would be used for the demolition and removal of four vacant struc- tures, extension of sewer lines to homes in the community, paving of two roads, and rehabilitation of many of the homes in the community. Commissioner Hamby expressed appreciation to Mr. James F. Owens, the Planning Department staff, and the County's legislative delegation in Raleigh for their work concerning the Community Development Block Grant application. Senator James C. Johnson, Jr., stated that from the many applications from across North Carolina the Community Development Block Grants often go either to the east or to the west and that Cabarrus County was able to get approval of this application through the efforts of a number of people. He further stated he was impressed with the County's application and encouraged the County to make further applications for additional funding. Mr. James F. Owens, Assistant Planning Director, reported that the community development funds were scheduled for release in September and that work should be started in the community by the end of the year. He recognized Stark-Wilson Associates for their work on the grant application. Chairman Lentz recognized a number of residents of the Highway 73 com- munity who were present for the meeting. The following bids were received for a one year contract for supplying uniforms and accessories for the Sheriff's Department. LAW ENFORCEMENT UNIFORMS 1986 BID TABULATION LEGAL ADVERTISEMENT DATE: July 25, 1986 VENDOR BID BOND SAMPLES TOTAL BID Hub-Stinnette Uniforms Robert's Uniforms American Uniform Sales X X $10,877.50 X X $11,269.75 X X $10,527.40 The Board received the letter from Sheriff Robert Canaday stating that the samples submitted by the low bidder met all bid specifications and recom- mending the award of the contract to American Uniform Sales in the amount of $10,527.40. It was noted that the first bid proposal received in July was from Hub-Stinnette Uniforms in the amount of $11,673.95. UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- mously carried, the Board awarded the contract for the law enforcement uniforms to the low bidder, American Uniform Sales, in the amount of $10,527.40. The Board reviewed the letter from Mr. Everette L. Murph, Chairman of the Kannapolis Sanitary District Board, stating that Mr. Carl Moore resides outside of the boundaries of the District and would not be eligible to serve as a member of the Board. He again recommended the appointment of Mr. Roy E. Phillips to fill the vacancy of Mr. Phillip Meacham on the Kannapolis Sanitary District Board. UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt and unanimously carried, the Board appointed Mr. Roy E. Phillips to fill the vacancy of Mr. Phillip Meacham on the Kannapolis Sanitary District Board.
