508 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 18, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend William Krewson of the Concord Bible <br />Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and <br />unanimously carried, the minutes of August 4 and 7, 1986, were approved as <br />written. <br /> Commissioner Hamby announced that Governor James G. Martin had informed <br />him during his visit to Cabarrus County on Saturday that the State had approved <br />the County's Community Development Block Grant application for the revi- <br />talization of the Highway 73 community. He stated the grant award in the <br />amount of $594,106.00 from the State and approximately $210,000.00 in local <br />financing would be used for the demolition and removal of four vacant struc- <br />tures, extension of sewer lines to homes in the community, paving of two <br />roads, and rehabilitation of many of the homes in the community. Commissioner <br />Hamby expressed appreciation to Mr. James F. Owens, the Planning Department <br />staff, and the County's legislative delegation in Raleigh for their work <br />concerning the Community Development Block Grant application. <br /> Senator James C. Johnson, Jr., stated that from the many applications <br />from across North Carolina the Community Development Block Grants <br />often go either to the east or to the west and that Cabarrus County was able <br />to get approval of this application through the efforts of a number of people. <br />He further stated he was impressed with the County's application and encouraged <br />the County to make further applications for additional funding. <br /> Mr. James F. Owens, Assistant Planning Director, reported that the <br />community development funds were scheduled for release in September and that <br />work should be started in the community by the end of the year. He recognized <br />Stark-Wilson Associates for their work on the grant application. <br /> Chairman Lentz recognized a number of residents of the Highway 73 com- <br />munity who were present for the meeting. <br /> The following bids were received for a one year contract for supplying <br />uniforms and accessories for the Sheriff's Department. <br /> <br />LAW ENFORCEMENT UNIFORMS <br /> 1986 <br /> BID TABULATION <br /> <br />LEGAL ADVERTISEMENT DATE: <br />July 25, 1986 <br /> <br />VENDOR <br /> <br />BID BOND SAMPLES TOTAL BID <br /> <br />Hub-Stinnette Uniforms <br />Robert's Uniforms <br />American Uniform Sales <br /> <br />X X $10,877.50 <br />X X $11,269.75 <br />X X $10,527.40 <br /> <br /> The Board received the letter from Sheriff Robert Canaday stating that <br />the samples submitted by the low bidder met all bid specifications and recom- <br />mending the award of the contract to American Uniform Sales in the amount of <br />$10,527.40. It was noted that the first bid proposal received in July was <br />from Hub-Stinnette Uniforms in the amount of $11,673.95. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board awarded the contract for the law enforcement uniforms <br />to the low bidder, American Uniform Sales, in the amount of $10,527.40. <br /> The Board reviewed the letter from Mr. Everette L. Murph, Chairman of the <br />Kannapolis Sanitary District Board, stating that Mr. Carl Moore resides <br />outside of the boundaries of the District and would not be eligible to serve <br />as a member of the Board. He again recommended the appointment of Mr. Roy E. <br />Phillips to fill the vacancy of Mr. Phillip Meacham on the Kannapolis Sanitary <br />District Board. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appointed Mr. Roy E. Phillips to fill the <br />vacancy of Mr. Phillip Meacham on the Kannapolis Sanitary District Board. <br /> <br /> <br />
