516 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />September 15, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> Archie Y. Barnhardt <br /> Absent - Commissioners: William G. Hamby, Jr. <br /> Marcelle M. Upright <br /> The invocation was given by Reverend James H. Camp of the Immanuel <br />Baptist Church in Concord. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of August 18 and September 4, 1986, <br />were approved as written. <br />Chairman Lentz noted that the regular meeting of the Board scheduled <br />for September 2, 1986, had been cancelled because of the lack of an agenda. <br /> Chairman Lentz presented a plaque to Mr. Frank A. Rankin, Jr., in <br />appreciation for his service as a member of the Cabarrus County Planning <br />Board from 1979-86. He paid special recognition to Mr. Rankin for his work <br />on the development of zoning regulations in Cabarrus County. <br /> In accepting the plaque, Mr. Rankin stated it had been a rewarding <br />experience to serve on the Planning Board and a pleasure to work with the <br />Board of Commissioners. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following fee schedule for tire <br />cutting at the Cabarrus County Sanitary Landfill as recommended by the <br />Cabarrus County Board of Health. <br /> <br />TIRE CUTTING FEE SCHEDULE <br /> <br />The charge to commercial tire businesses will be $1.50 per <br />passenger tire and $4.00 per tire for tires over passenger <br />size. The limit for commercial tire businesses will be <br />25 tires per business per seven (7) day period. No tires <br />larger than 24 inches will be accepted. <br /> <br />The charge for all other tires will be $.50 per tire. <br /> <br />No charge is to be made for tires collected in county clean-up <br />efforts. <br /> <br /> Commissioner Barnhardt reported that he had talked with the persons in <br />Kannapolis who had expressed concern regarding the proposed Cabarrus County <br />Thoroughfare Plan and they were satisfied with the proposed Plan. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br /> RESOLUTION PASSED BY <br /> THE BOARD OF COMMISSIONERS OF THE <br />COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br /> The following resolution was offered by Commissioner Barnhardt and <br />seconded by Commissioner Payne and upon being put to a vote was carried <br />unanimously on the 15th day of September, 1986. <br /> <br /> THAT WHEREAS, the Thoroughfare Planning Unit of the North Carolina <br />Department of Transportation did prepare a Preliminary Thoroughfare Plan for <br />Cabarrus County; and <br /> <br /> WHEREAS, it is recognized that the proper movement of traffic within <br />and through Cabarrus County is a highly desirable element of a comprehensive <br />plan for the orderly g~owth and development of the County; and <br /> <br /> WHEREAS, after full study of the plan the Board of Commissioners of <br />Cabarrus County feels it to be in the best interests of the County to adopt <br />the said plan and recommend its adoption to the Department of Transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF CABARRUS <br />COUNTY, NORTH CAROLINA: <br /> <br /> <br />
