517 <br /> <br /> That the Thoroughfare Plan as shown on a map dated September 11, 1985, <br />and prepared by the Thoroughfare Planning Unit of the North Carolina Depart- <br />ment of Transportation be approved and adopted as a guide in the development <br />of the road and highway system in the Cabarrus County area and the same is <br />hereby recommended to the Department of Transportation for its subsequent <br />adoption. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved by resolution the addition of <br />Wrangler Drive and Silver Fox Drive to the State road system. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board granted permission for a fireworks display at <br />the Charlotte Motor Speedway on October 4 and 5, 1986, at approximately <br />12:30 and 1:00 P.M. The fireworks display will be supervised by Mr. Gary <br />Partlow, licensed pyrotechnist-with Southern International Fireworks, and a <br />certificate of insurance in the amount of $3 million has been submitted for <br />the events. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board granted a sound amplification permit to <br />the Midland Community Association for the Fourth Annual Bluegrass/Country <br />Music Night to be held at the Bethel School Ballfield on September 20, 1986, <br />from 4:00 P.M. to 11:00 P.M. <br /> The Board reviewed the notification from the North Carolina Department <br />of Natural Resources and Community Development of the award of $8,000.00 <br />matching funds under the North Carolina Land Records Management Program. <br />Mr. Thomas B. Robinson, Planning Director, recommended acceptance of the <br />grant award. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized Chairman Lentz to sign the North <br />Carolina Department of Natural Resources and Community Development Land <br />Records Management Program State and County Agreement and to accept the <br />grant award of $8,000.00 matching funds under the North Carolina Land <br />Records Management Program. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following agreement between <br />Cabarrus County and The Greater Cabarrus County Economic Development <br />Corporation. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT made and entered into as of the 1st day of July 1986 by <br />and between CABARRUS COUNTY, a corporate body politic, and subdivision of <br />theState of North Carolina, party of the first part, (hereinafter referred <br />to as County); and THE GREATER CABARRUS COUNTY ECONOMIC DEVELOPMENT CORPORATION, <br />a non-profit corporation organized and existing under the laws of the State <br />of North Carolina, party of the second part, (hereinafter referred to as <br />Economic Development Corporation); <br /> <br />WITNESS ETH : - <br /> <br /> THAT WHEREAS, County is authorized and empowered by the provisions of <br />Section 158-7.1(a) and Article 2 of Chapter 158 of the North Carolina <br />General Statutes to make appropriations for the purposes of aiding and <br />encouraging the location of manufacturing enterprises, making industrial <br />surveys and locating industrial and commercial plants in the County and <br />otherwise to carry out a program of economic development; and <br /> <br /> WHEREAS, The Greater Cabarrus County Economic Development Corporation <br />is a non-profit corporation organized and empowered to promote economic <br />development and expansion and new and improved employment opportunities <br />beneficial to the citizens of Cabarrus County through programs and efforts <br />to foster industrial and business growth; and <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County recognizes the <br />necessity of industrial growth and diversification to the continued economic <br />health and vitality within Cabarrus County and its benefits to the citizens <br />of Cabarrus County and its benefits to the citizens of Cabarrus County; and <br /> <br /> <br />
