Drawer 19764 <br />Raleigh, N.C. 27619 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board approved the addition of Bayberry Trail, <br />Chinaberry Lane, and Quiet Cove to the State secondary road system. <br /> The Board reviewed the annual Lease Agreement between Cabarrus County and <br />The Cabarrus County Agricultural Fair, Inc., regarding the use of the <br />14.20-acre tract of County property for the term beginning on September 7, <br />1987, and expiring on September 30, 1987. During discussion, Commissioner <br />Payne expressed concern regarding the parking problems that the businesses <br />located near the fairgrounds property had experienced during the recent fair. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board tabled the Lease Agreement request until the meeting <br />on November 3, 1986, and asked that Mr. Clyde L. Propst, Jr., General Manager <br />of the Cabarrus County Agricultural Fair, Inc., present to them at that time <br />future plans regarding the Agricultural Fair. <br /> The Board reviewed the request from Mr. Matthew J. Keeble, Sales Manager <br />of Container Corporation of Carolina, for the transfer of the franchise for <br />garbage collection from J&F Disposal to Container Corporation of Carolina. It <br />was noted that Container Corporation of Carolina has purchased from Mr. <br />William E. Fisher all of the outstanding stock of J&F Disposal Co., Inc., and <br />will continue the operations of J&F Disposal as a subsidiary of Container <br />Corporation of Carolina and with Mr. Fisher continuing as operations manager <br />of J&F Disposal. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board approved the transfer of the franchise for <br />garbage collection from J&F Disposal Co., Inc., to Container Corporation of <br />Carolina. The expiration date of this franchise will be December 7, 1987, as <br />presently held by J&F Disposal. <br /> Mr. C. E. Avant,' Building Inspector, reviewed the proposed Minimum <br />Housing Code Amendment presented to the Board on September 4, 1986, requiring <br />that a verified petition be filed in regards to alleged violations to the <br />Minimum Housing Code. He explained that the verification would help to ensure <br />that the signatures on a petition are valid and that the petitioners are at <br />least 18 years of age and residents of Cabarrus County. Mr. Avant reported <br />that he had received nine petitions during the past year regarding alleged <br />violations to the Minimum Housing Code. The Board will consider this matter <br />during the public hearing scheduled for 7:00 P.M. on October 20, 1986. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board authorized the awarding of the badge and service <br />side arm--Smith and Wesson, Model 64, Serial # 1D 80854--to retiring law <br />officer, Lt. James L.
