542 <br /> <br /> Revenue <br />01-6-58-34-532 WIC Program <br /> <br />$61,018.00 $1,076.05 <br /> <br />$62,094.05 <br /> <br />PURPOSE OF BUDGET REVISION REQUEST: <br /> To increase funds to match county budget with state budget appropriation. <br /> No County funds are involved, 100% State and Federal money. <br /> <br /> Mr. Thomas B. Robinson, Planning Director, reviewed the County's current <br />policy to pay the cost of installing street signs in new subdivisions. He <br />explained this practice was instituted several years ago because there was a <br />backlog of grandfathered subdivisions that were being processed and the County <br />felt it should bear the expense of installing signs in these subdivisions. <br />Stating that this work had been completed, Mr. Robinson recommended that the <br />Board reconsider the policy on street sign installation whereby the subdivider <br />would bear the cost of installing the first street sign'with the County <br />providing maintenance thereafter. He also pointed out that all street signs <br />would have to conform to the County standards. In addition, Mr. Robinson <br />recommended that the Board consider entering into an agreement with the City <br />of Kannapolis for the County to continue installing and maintaining the street <br />signs in the City of Kannapolis at the cost of providing this service or the <br />City should consider taking over this responsibility. It was noted that <br />Cabarrus County does not provide this service to any of the other incorporated <br />cities in the county. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby and Upright and Chairman Lentz voting for and Commissioners <br />Payne and Barnhardt voting against, the Board approved on first reading an <br />amendment to the Street Sign Policy so that in a new subdivision for new signs <br />the initial cost for the first sign will be borne by the subdivider and the <br />County will take over maintenance subsequently. <br /> The substitute motion by Commissioner Payne that the matter regarding the <br />installation of street signs in new subdivisions be referred to the Cabarrus <br />County Planning Board and any recommendations be brought to the Board of <br />Commissioners failed for lack of second. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby, Payne, and Upright and Chairman Lentz voting for and <br />Commissioner Barnhardt voting against, the Board instructed that a letter be <br />sent to the City of Kannapolis explaining that Cabarru$ County does not <br />provide the street sign installation and maintenance service to any other <br />municipality and asking that the City consider what they would like to have <br />the County do in regard to the placement of new street signs in the City of <br />Kannapolis; that is, doing the street sign service on their own, coming to an <br />agreement with the County regarding reimbursement for this service, or whatever <br />would be their desire. <br /> Ms. Rebecca R. Yarbrough, Emergency Service Program Administrator with <br />the Centralina Council of Governments, reviewed the proposal for a study of <br />the Cabarrus County Emergency Medical Services. She stated the Scope of <br />Services would include but would not be limited to the following aspects of <br />the Cabarrus operation: Organizational Structure, Personnel/Position <br />Descriptions/Salary, Personnel Development (including continuing education), <br />Rate Structure, Budget, Personnel and Vehicle Deployment, Internal Planning <br />Mechanisms, Policies and Procedures, Contracts and Ordinances, Relationship <br />with Volunteers, and Relationship with Hospital. Ms. Yarbrough stated that <br />the study would involve an estimated 176 hours at an estimated charge to the <br />County of $5,150.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following Service Agreement <br />Memorandum for the Centralina Council of Governments to do the study concern- <br />ing Emergency Medical Services in Cabarrus County at a cost not to exceed <br />$5,150.00. <br /> <br />SERVICE AGREEMENT MEMORANDUM <br /> <br /> Upon the request of the undersigned Member Government, the Centralina <br />Council of Governments (the Council) agrees to perform the services described <br />in the attached "Scope of Service". The estimated cost of these services to <br />be paid by the Member Government is $5,150.00, as similarly reflected in the <br />Scope of Services for Cabarrus County EMS Study. <br /> <br /> <br />
