543 <br /> <br /> It is understood, however, that notwithstanding any estimates given, the <br />Member Government will be expected to pay the actual costs incurred by <br />Centralina in providing the services, as required by the Charter of the <br />Council. The Member Government will be billed monthly for actual costs during <br />the preceding quarter. If, during the course of this work, it appears that <br />the services needed to complete this project are likely to result in the total <br />actual costs exceeding the estimate, the Council will endeavor to notify the <br />Member Government. The Member Government may then approve the additional cost <br />or reduce the scope of work. If the actual costs are less than those estimated, <br />the Member Government will be charged actual costs. McGinnis <br /> Authorized Official of Member Government <br /> Contract # <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board by resolution proclaimed the week of October 5 <br />through October 9, 1986, as Minority Enterprise Development Week. <br /> Mr. Gary Logston of Wilbur Smith and Associates presented an overview of <br />the Site Selection Report, Draft Environmental Assessment, and the Partial <br />Draft, Financial Plan in regards to the (Proposed) Cabarrus County Airportt <br />Airport Master Plan. The five recommended potential airport sites were as <br />follows: Coddle Creek, Poplar Tent, Harrisburg, Philip Morris, and Charlotte <br />Motor Speedway. The Board received Mr. Logston's presentation as information <br />only and no action was taken. <br /> Mr. F. A. Rankin, Jr., presented a petition signed by 1,097 persons who <br />are opposed to the Coddle Creek site for an airport. <br /> Ms. Wanda Williams questioned the possibility of a referendum concerning <br />the airport on the ballot in November or the conduct of an exit poll at the <br />November election. Mr. Fletcher L. Hartsell, Jr., County Attorney, explained <br />there was nothing in the North Carolina General Statutes that would authorize <br />a referendum regarding the airport as request by Ms. Williams. Chairman Lentz <br />asked that Ms. Williams contact Commissioner Payne regarding the exit poll. <br /> Mr. Charles D. McGinnis, County Manager, reported there had been a number <br />of requests from the public for copies of the Airport Master Plan as presented <br />by Mr. Logston. He further reported that The Daily Independent had proposed <br />to publish the Airport Master Plan for distribution in the newspapers at a <br />cost of $5,200.00. During review of this proposal, the Board discussed the <br />possibility of purchasing additional copies of the report from Wilbur Smith <br />and Associates or having the County's Print Shop reproduce the documents. The <br />Board instructed the County Manager to determine the least expensive method of <br />reproduction and to set the cost charged by the County for copies of the <br />study. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board moved to provide the Airport Master Plan study <br />to anyone who requests the study at cost. <br /> Ms. Ann Edwards, speaking on behalf of residents of Concord Country <br />Estates, presented a complaint regarding the poor condition of Wagonwheel Lane <br />and Bonanza Drive which are located off Highway 200. She stated that the <br />State had continuously turned down the roads for maintenance because of the <br />small number of houses. Ms. Edwards stated that the school bus was not <br />allowed to travel the roads because of their poor condition and that the <br />children have to meet the bus on Highway 200. She further stated it would be <br />difficult for ambulances or fire trucks to get into the neighborhood because <br /> <br /> <br />
