<br /> 4. Interest of Members~ Officers, or Employees of the Recipient,
<br />Members of Local Governing Body~ or Other Public Officials. No member,
<br />officer, or employee of the recipient, or its agents, no member of the govern-
<br />ing body of the locality in which the program is situated, and no other public
<br />official of such locality or localities who exercises any functions or responsi-
<br />bilities with respect to the program during his tenure or for one year there-
<br />after, shall have any financial interest, either direct or indirect, in any
<br />· contract or subcontract, or the proceeds thereof, for work to be performed in
<br />connection with the program assisted under this agreement. Immediate family
<br />members of said members, officers, employees, and officials are similarly
<br />barred from having any financial interest in the program. The recipient shall
<br />incorporate, or cause to be incorporated, in all such contracts or sub-
<br />contracts, a provision prohibiting such interest pursuant to the purpose of
<br />this section.
<br />
<br /> The assistance provided under this agreement shall not be used in the
<br />payment of any bonus or commission for the purpose of obtaining NRCD approval
<br />of the application for such assistance, or NRCD approval of applications for
<br />additional assistance, or any other approval or concurrence of NRCD required
<br />under this agreement, or the North Carolina Community Development Block Grant
<br />Administrative Rules, with respect thereto; provided, however, that reasonable
<br />fees or bona fide technical, consultant, managerial or other such services,
<br />other than actual solicitation, are not hereby prohibited if otherwise eligible
<br />as program costs.
<br />
<br /> 5. Reimbursement to NRCD for Improper Expenditures: The recipient will
<br />reimburse NRCD for any amount of grant assistance improperly expended.
<br />
<br /> 6. Access to Records. The recipient shall provide any duly authorized
<br />representative of NRCD, HUD and the Comptroller General at all reasonable
<br />items access to and the right to inspect, copy, monitor, and examine all of
<br />the books, papers, records, and other documents relating to the grant for a
<br />period of three years following the completion of all closeout procedures.
<br />
<br /> Upon execution of this agreement by NRCD and the recipient in the spaces
<br />below, the recipient hereby accepts the assistance on the terms of this grant
<br />agreement, effective on the date indicated below, and further certifies that
<br />the official signing below has been duly authorized by the recipient's govern-
<br />ing body to execute this grant agreement.

<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and
<br />unanimously carried, the Board granted permission to Ms. Derelle Kiser,
<br />Cabarrus County Tax Collector, to destroy the permanent tax records for the
<br />year 1978 through 1985. It was understood that these records have been
<br />microfilmed in accordance with G.S. 153A-436 with one copy stored in the
<br />Register of Deeds vault and the other in the Tax Collector's Office.
<br /> Mr. Charles D. McGinnis, County Manager, reported that he had removed the
<br />twenty-drawer card holder from the surplus property sale list as the Sheriff
<br />had requested that this equipment be transferred to the Sheriff's Department
<br />for use. Board members had no objections to this action.
<br /> Mr. McGinnis reported that Mr. David Goforth had been employed by the
<br />Agricultural Extension Service and North Carolina State University to fill the
<br />vacant horticulturist position with the Agricultural Extension Office.
<br /> Mr. McGinnis reported that representatives of the City of Concord and
<br />Cabarrus County would meet with officials of the Local Government Commission
<br />on Wednesday, October 8, 1986, at 10:45 A.M. to discuss the proposed bond
<br />referendum for the Coddle Creek Reservoir project.
