Revenue <br /> needs to be budgeted and Expenditure Line items established for this <br /> program. <br /> <br /> UPON MOTION of Cox~issioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board set a public hearing for 7:30 P.M. on <br />Monday, December 15, 1986, for the revised Subdivision Ordinance. <br /> The Board discussed the special separation allowance that was granted by <br />the 1986 General Assembly for local law enforcement officers. Mr. Charles D. <br />McGinnis, County Manager, recommended that in keeping with previous policies <br />of Cabarrus County that the special law officer's retirement allowance <br />schedule be extended under County policy to include all Cabarrus County <br />employees. Noting that he is not an actuarial expert, Mr. McGinnis estimated <br />there are three employees who could take advantage of this separation <br />allowance during the first year at a cost of approximately $6,000.00 to <br />$7,000.00. He further stated that based on continued employee rolls of 400 <br />and the continuation of present hiring practices the maximum cost to the <br />County in succeeding years would be an estimated $20,000.00 per year. <br /> Sheriff Robert M. Canaday supported the special separation allowance, <br />stating it gives an incentive to the older law enforcement officers to retire <br />earlier. He reported that the purpose and intent of the legislation was to <br />restore a benefit to the local law enforcement officers that was lost at the <br />time the local law enforcement officers were moved out of the State Law <br />Enforcement Retirement System and placed under the Local Government <br />Retirement System. Sheriff Canaday further stated in his opinion the special <br />separation allowance would not cost the County money as the salary of the <br />retiring employees would be higher than the salary of the new employee hired <br />to fill the vacant position. <br /> Vice-Chairman Payne tabled the item regarding the special separation <br />allowance until the next meeting and asked the County Manager to provide <br />additional information regarding the cost of this benefit. <br /> Mr. Charles D.
