The Board of Commissioners for the County of Cabarrus met at the County
Courthouse in Concord, North Carolina, on Thursday, November 6, 1986, for a
public hearing on proposed Zoning Atlas and Text Amendments.
Present - Chairman: James W. Lentz
Commissioners: Kenneth F. Payne
William G. Hamby, Jr.
Archie Y. Barnhardt
Marcelle M. Upright
Chairman Lentz introduced discussion of the $35,000.00 State grant to the
Piedmont Farmers Market and the return of the check by the County to the State
Budget Office with the request that the check be made payable to the Piedmont
Farmers Market, Inc. He stated the State could not take any action to reissue
this check until February and this delay would present a problem for the
Farmers Market as the property owner from whom the organization is purchasing
land desires a substantial payment on the property prior to January 1, 1987.
Chairman Lentz proposed that the County request that the check be returned and
the County enter into an agreement with the Piedmont Farmers Market, Inc., for
the disbursement of the money.
UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and
unanimously carried, the Board moved that the County get in touch with the
State Budget Office and ask that the check for the Piedmont Farmers Market,
Inc., be sent back to the County and that at the time the check gets back to
the County an agreement will be drawn up between Cabarrus County and the
Piedmont Farmers Market, Inc., for the disbursement of the money.
Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, pre-
sented each of the proposed Zoning Atlas and Text amendments as recommended by
the Planning Board. Mr. Philip Kingsland, member of the County Planning
staff, reviewed the location of each of the areas proposed for rezoning.
Public input was received prior to action by the Board.
