586 <br /> <br /> WHEREAS, the 1986 Short Session of the 1985 General Assembly recognized <br />this need through the appropriation of $990,000 to help the Lead Regional <br />Organizations assist local governments with grant applications, economic <br />development, community development, support of local industrial development <br />and other activities as deemed appropriate by their local governments; and <br /> <br /> WHEREAS, these funds are not intended to be used for payment of member <br />dues or assessments to a Lead Regional Organization or to supplant funds <br />appropriated by the member governments; and <br /> <br /> WHEREAS, in the event that a request is not made by Cabarrus County for <br />release of these funds to our Regional Council, the aVailable funds will <br />revert to the state's General Fund; and <br /> <br /> WHEREAS, in Region F funds in the amount of $55,000 will be used for <br />preparation of CDBG applications, strategic planning programs, and additional <br />SBA 503 program. <br /> <br /> NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners requests <br />the release of its approximate $5,031.58 share of these funds to the <br />Centralina Council of Governments at the earliest possible time in accordance <br />with the provisions of Chapter 1014 of the 1986 Session Laws (HB 2055). <br /> <br />Adopted this the 1st day of December, 1986, by the Cabarrus County Board of <br />Commissioners. <br /> <br />/s/ James W. Cook, Jr., Social Services Director, requested approval to <br />apply to the Area Agency on Aging at Centralina Council of Governments for a <br />grant of $9,815.00 for Respite Care Services in Cabarrus County. According to <br />Mr. Cook, this grant would be used toward total program expenses of $14,021.00 <br />with $2,804.00 in revenues from client fees and $1,402.00 constituting the <br />local match requirement. He further stated that the local match would be met <br />with the utilization of additional Older Americans Act Title III revenues <br />and would not require the appropriation of additional County funding. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board authorized the Social Services Department to <br />submit grant application to the Area Agency on Aging at Centralina Council of <br />Governments for a grant of $9,815.00 for Respite Care Services in Cabarrus <br />County. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board reappointed Mr. Fletcher L. Hartsell, Jr., as <br />County Attorney for a term of two years. <br /> The Board received the resignation from Mr. R. M. Faggart, Jr., as a <br />member of the Cabarrus County Planning Board effective January 1, 1987. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board tabled the appointment to fill the vacancy on the <br />Cabarrus County Planning Board and the appointments to the Nursing Home <br />Community Advisory Committee until the next meeting on December 15, 1986. <br /> The Board received the resignation from Mr. Steve Ray Cook as a member of <br />the Region F Emergency Medical Services Advisory Council of the Centralina <br />Council of Governments.
