589 <br /> <br /> The Cabarrus County Board of Con~nissioners met in regular session at the <br />County Courthouse in Concord, North Carolina, on Monday, December 15, 1986, <br />at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Reverend Louis Dodd of the First Advent <br />Christian Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the minutes of December 1, 1986, were approved as <br />written. <br /> At 7:00 P.M., Chairman Lentz stated that the public hearing for the <br />proposed Zoning Atlas and Text amendments would he,held at this time. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed Zoning Atlas and Text amendments as <br />recommended by the Planning Board. Mr. Phillip Kingsland, member of the <br />Cabarrus County Planning staff, reviewed the location of the areas proposed <br />for rezoning. Public input was received prior to action by the Board. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(i) <br /> <br />Petition 86-28. Mrs. Bessie Almond, off Highway 73 East, township 5, <br />Map/PIN 5640(07)-89-9616. Wishes to rezone from C-5 to C-4/PDO. <br />Planning Board voted unanimously to recommend denial. <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board removed Petition 86-28 from the table for <br />discussion. <br /> The Board received the C-4(PDO) Rezoning Report for Petition 86-28 as <br />submitted by Mr. Thomas B. Robinson, Planning Director. <br />There was no one present to speak for or against the rezoning petition. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 86-28 by Mrs. Bessie Almond <br />to rezone property off Highway 73 East, Map/PIN 5640(07)-89-9616, from C-5 to <br />C-4/PDO with the following provision as recommended by the Planning Director. <br /> <br />(2) <br /> <br />If the planned use - used car lot ceases to operate for a continuous <br />period of 180 days, then the property will revert back to original <br />zoning or current adjacent zoning. <br /> <br />Petition 86-33. Estate of Mrs. Hama C. Ross, off Centergrove Road, <br />township 4, Map/PIN 5623-30-6889, (18)-30-3919. Wishes to rezone from <br />R-40 to C-2. Planning Board voted unanimously to recommend denial. <br /> <br /> There was no one present to speak for or against the rezoning petition. <br />It was noted that the Kannapolis Planning Board was opposed to the rezoning <br />as the Kannapolis Land Development Plan has the property slated to go 0 & I. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board denied Petition 86-33 to rezone property off <br />Centergrove Road from R-40 to C-2. <br /> <br />(3) <br /> <br />Petition 86-34. Wade H. Taylor and Virginia G. Taylor, off Crisco Road, <br />township 2, Map/PIN 4691-90-5596. Wishes to rezone from A-I to I-1. <br />Planning Board voted unanimously to recommend approval. <br /> <br /> Mr. Samuel F. Davis, Jr., attorney representing the petitioner, spoke in <br />support of the rezoning request. He presented a petition signed by a number <br />of property owners in the area in support of the application to rezone the <br />property from A-I to I-1. <br /> There was no one present to speak against the rezoning petition. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 86-34 by Wade H. and <br />Virginia G. Taylor to rezone property off Crisco Road, Map/PIN 4691-90-5596, <br />from A-I to I-1. <br /> <br /> <br />
