The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />January 5, 1987, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Reverend James Pauley of the Faith Freewill <br />Baptist Church of Kannapolis, North Carolina. <br />UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of December 15, 1986, were approved as written. <br /> Chairman Lentz announced that the next meeting of the City/County Liaison <br />Committee would be held at 6:30 P.M. on Wednesday, January 21, 1987, at Lake <br />Lynn Lodge. He asked that the County Manager take care of the arrangements for <br />this meeting and to notify the City of Concord. <br /> Chairman Lentz presented the following invitations to members of the <br />Board: <br /> <br />1) Dedication of The Holt Collection at the Charles A. Cannon Memorial <br /> Library--Kannapolis Branch on January 12, 1987, at 2:00 P.M. <br />2) Trip with the Cabarrus County Office of Aging to the Gaston County <br /> Aging Services facility on January 13, 1987, at 10:30 A.M. <br /> <br /> Mr. Dennis Yates, architect, briefly reviewed information regarding the <br />proposed County Administrative Office Building as presented on December 29, <br />1986. He advised the Board that the next step concerning the facility would be <br />the schematic drawings for the building. The Board had lengthy discussion <br />regarding current space needs for County offices and the judicial system, the <br />completion of the third floor of the Courthouse, funding of the proposed <br />facility, and such priority needs of the County as water and sewer, airport, <br />schools, and a Cabarrus campus of Rowan Technical College. <br /> Mr. Philip H. Smith, Sr., stated in his opinion a new building was needed <br />at some time in the future but the County should first consider such priorities <br />as a technical school, senior citizens facility, airport, water and sewer, and <br />a civic center. He proposed that the third floor of the Courthouse be given to <br />the judicial system as needed and stated there was ample rental space in the <br />downtown area to take care of any overflow from County offices. <br /> Mr. Branson Jones, Executive Vice President of The Greater Cabarrus County <br />Economic Development Corporation, stated in his opinion water and sewer services <br />were needed in the County to improve the chances of attracting new businesses <br />to Cabarrus County. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commis- <br />sioners Payne and Hamby and Chairman Lentz voting for and Commissioners Melvin <br />and Moss voting against, the Board authorized Mr. Dennnis Yates, architect, to <br />move on with the next step for the new office building with the understanding <br />that this project can be stopped at any time. <br /> Commissioner Hamby presented the proposed Manager Personnel Agreement for <br />consideration by the Board. During discussion of the proposed agreement, <br />Commissioner Melvin expressed concern regarding the use of the words <br />"agreement" and "contract". <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Moss and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board approved the Manager Personnel <br />Agreement as drafted by Mr. Fletcher L. Hartsell, Jr., County Attorney, with <br />Section 12. Severance Pay deleted and the following sections appropriately <br />numbered.
