The Board of Commissioners for the County of Cabarrus met in regular
session at the County Courthouse in Concord, North Carolina, on Monday,
January 5, 1987, at 9:30 A.M.
Present - Chairman: James W. Lentz
Commissioners: Kenneth F. Payne
William G. Hamby, Jr.
Martha H. Melvin
R. Giles Moss
The invocation was given by Reverend James Pauley of the Faith Freewill
Baptist Church of Kannapolis, North Carolina.
UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and
unanimously carried, the minutes of December 15, 1986, were approved as written.
Chairman Lentz announced that the next meeting of the City/County Liaison
Committee would be held at 6:30 P.M. on Wednesday, January 21, 1987, at Lake
Lynn Lodge. He asked that the County Manager take care of the arrangements for
this meeting and to notify the City of Concord.
Chairman Lentz presented the following invitations to members of the
Board:

1) Dedication of The Holt Collection at the Charles A. Cannon Memorial
Library--Kannapolis Branch on January 12, 1987, at 2:00 P.M.
2) Trip with the Cabarrus County Office of Aging to the Gaston County
Aging Services facility on January 13, 1987, at 10:30 A.M.

Mr. Dennis Yates, architect, briefly reviewed information regarding the
proposed County Administrative Office Building as presented on December 29,
1986. He advised the Board that the next step concerning the facility would be
the schematic drawings for the building. The Board had lengthy discussion
regarding current space needs for County offices and the judicial system, the
completion of the third floor of the Courthouse, funding of the proposed
facility, and such priority needs of the County as water and sewer, airport,
schools, and a Cabarrus campus of Rowan Technical College.
Mr. Philip H. Smith, Sr., stated in his opinion a new building was needed
at some time in the future but the County should first consider such priorities
as a technical school, senior citizens facility, airport, water and sewer, and
a civic center. He proposed that the third floor of the Courthouse be given to
the judicial system as needed and stated there was ample rental space in the
downtown area to take care of any overflow from County offices.
Mr. Branson Jones, Executive Vice President of The Greater Cabarrus County
Economic Development Corporation, stated in his opinion water and sewer services
were needed in the County to improve the chances of attracting new businesses
to Cabarrus County.
UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commis-
sioners Payne and Hamby and Chairman Lentz voting for and Commissioners Melvin
and Moss voting against, the Board authorized Mr. Dennnis Yates, architect, to
move on with the next step for the new office building with the understanding
that this project can be stopped at any time.
Commissioner Hamby presented the proposed Manager Personnel Agreement for
consideration by the Board. During discussion of the proposed agreement,
Commissioner Melvin expressed concern regarding the use of the words
"agreement" and "contract".
UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with
Commissioners Hamby, Payne, and Moss and Chairman Lentz voting for and
Commissioner Melvin voting against, the Board approved the Manager Personnel
Agreement as drafted by Mr. Fletcher L. Hartsell, Jr., County Attorney, with
Section 12. Severance Pay deleted and the following sections appropriately
numbered. The Agreement as approved by the Board is as follows.
