10 <br /> <br />8. Lakes or Ponds - where the plan for the subdivision includes a lake or <br />pond one acre or more in size, existing or to be constructed, in connection <br />with the development, the preliminary plat shall show the location of <br />dams, spillways, and other structures and the location and extent of <br />inundation at full reservoir. The preliminary plat shall also be <br />accompanied by a profile of the proposed dam structure including all <br />appurtenances thereto. <br /> <br />9. Vicinity Sketch - a key map or vicinity sketch at a scale of not less <br />than 1" = 2000' showing the relation of the property to adjoining pro- <br />perties, and to all streets or roads existing within 1000 feet of any <br />part of the property to be subdivided. The Vicinity Sketch shall be <br />located at the upper left hand corner of the plat. <br /> <br />SECTION 3.5 FINAL PLAT REQUIREMENTS <br /> <br />A. SUBMITTAL - the final plat shall be submitted within twelve (12) months <br />following approval of the preliminary plat. If the plat or a section thereof <br />is not submitted within this twelve (12) month time limit, or there is a lapse <br />of more than twelve (12) months in the recording of any subsequent section, the <br />plat must be resubmitted as a preliminary plat. <br /> <br />The final plat shall be prepared by a registered surveyor and/or professional <br />engineer. The plat shall conform substantially to the preliminary plat as it <br />was approved and shall conform specifically with the provisions of North <br />Carolina G.S. 47-30 as amended, and with the policies of Cabarrus County in <br />regards to mapping. <br /> <br />Such owner or subdivider shall submit two (2) originals drawn on linen tracing <br />cloth 18 x 24 inches in size or on drafting film, and seven (7) blue line <br />prints of the final plat all properly signed and executed as required for <br />recording in the Office of the Register of Deeds of Cabarrus County to the <br />Planning Department at least fourteen (14) days prior to a regularly scheduled <br />meeting of the Cabarrus County Planning Board at which time the plat shall be <br />reviewed. <br /> <br />No subdivision shall be granted final approval unless required improvements <br />either have been constructed or approved plans prepared and their execution <br />guaranteed by a good and sufficient surety or performance bond (see Section <br />4.14) with corporate surety, a copy of which shall be filed with the Planning <br />Board at the time the final plat is submitted for approval. <br /> <br />B. APPROVAL BY PLANNING BOARD AND RECORDING - the Planning Board shall have <br />ten (10) working days after the proper submission of the final plat to take <br />action. Unless stipulation for additional time is agreed to by the subdivider <br />and if the Planning Board fails to take action in the allotted time, the <br />subdivider may demand a certificate of approval on the reproducible copy of the <br />final plat signed by the Chairman of the Planning Board. <br /> <br />Approval by the Planning Board is conditioned upon the plat being registered in <br />the Office of the Register of Deeds within thirty (30) days of such approval <br />and receipt of such record is presented to the Planning Department. Plats for <br />minor subdivisions may be given final approval by the Planning Director. <br /> <br />The subdivider shall be responsible for giving the following agencies an <br />opportunity to make recommendations and/or approval of the final plat prior to <br />submittal to the Planning Board or its designated agent for approval of any <br />individual subdivision plat: <br /> <br /> 1. The District Highway Engineer as to the proposed streets, highways, <br />drainage systems and other required improvements. Certificate of Approval <br />shall be affixed to the reproducible copy of the final plat by this agency; <br /> <br /> 2. The Cabarrus County Health Director as to proposed water and sewerage <br />systems. <br /> <br /> 3. County Engineer as to proposed water and sewerage systems, drainage <br />systems and other required improvements. <br /> <br /> <br />
