16 <br /> <br />developer will be charged with violating a county ordinance and be subject to <br />whatever legal action may be available. <br /> <br />SECTION 4.7 STORMWATER DRAINAGE <br /> <br />The subdivider shall provide for adequate drainage of all surface water using <br />the existing natural drainage system. Major piping and modification of streams <br />and other natural water courses is prohibited unless approved by the North <br />Carolina Department of Natural Resources and Community Development. Points of <br />interception of runoff shall be frequent enough to avoid heavy concentrations <br />in any one system and to eliminate or minimize any flooding. Points of dis- <br />charge shall be within the site unless otherwise approved by the Planning Board <br />and adjoining owners. The subdivider shall provide retention/detention devices <br />as may be applicable. Drainage calculations shall be based on a 10 year storm <br />for on site drainage and a 25 year storm for thru site drainage. Minimum pipe <br />size shall be 15 inches. Drainage plans must be approved by the county <br />engineer. <br /> <br />SECTION 4.8 WATER AND SEWER SYSTEMS <br /> <br />Water and sewer systems do not include individual wells and septic tanks. <br /> <br />A. Connection to a public water and sewage system is required where feasible. <br />Subdivisions which lie adjacent to a public water and/or sewage system that can <br />be feasibly extended to serve the subdivision and has the capacity to satisfy <br />additional demand that might be imposed by the proposed development shall <br />include plans for connection to such public system. <br /> <br />B. If a water or sewer system is to be installed in a subdivision in the <br />County's jurisdiction, and the system is to be assumed and maintained by a <br />municipality or the county immediately upon completion of installation, a <br />complete set of construction plans must be provided for the proposed system. <br />The plans shall be prepared by a registered engineer and shall meet the utility <br />requirements of the municipality and the Division of Health Services, North <br />Carolina Department of Human Resources and/or the Division of Environmental <br />Management of the North Carolina Department of Natural Resources and Community <br />Department. The plans shall be approved by the county engineer and the munici- <br />pality by the registered engineer retained by the developer or owner. The <br />engineer shall provide As-Built-Plans and location maps for all valves and <br />hydrant locations. <br /> <br />C. Ail community water and sewer systems shall be designed by a registered <br />engineer and be approved as follows: <br /> <br />1. Water or sewer systems in all subdivision and planned developments <br />shall be approved by the Environmental Health Section of the Division of <br />Health Services of the North Carolina Department of Human Resources, or <br />the Division of Environmental Management of the Department of Natural <br />Resources and Community Development, or the Cabarrus County Health Depart- <br />ment, or their successor agencies, whichever has jurisdiction. Instal- <br />lation of the system in accordance with the approved plan shall be certi- <br />fied to the county engineer by the registered engineer retained by the <br />developer or owner. <br /> <br />2. Community water systems shall meet the Cabarrus County water and sewer <br />design standards. <br /> <br />3. Sewage systems shall be approved by the Division of Environmental <br />Management of the North Carolina Department of Natural Resources and <br />Community Development. <br /> <br />SECTION 4.9 ROADS <br /> <br />A. Each road shown on a plat shall be designated as either public or private. <br />The arrangement, character, extent, width, grade, and location of all roads <br />shall be reviewed in relation to existing and proposed transportation patterns, <br />topographical and other natural features, public convenience and safety, and <br />proposed uses of lands to be served by such roads and existing or potential <br />land uses in adjoining areas. <br /> <br /> <br />
