17 <br /> <br />B. Designation of any road on the plat as public shall be conclusively pre- <br />sumed to be an offer of dedication to the public. Such public roads shall be <br />designed in accordance with the Minimum Construction Standards for Subdivisions <br />established by the North Carolina Department of Transportation, Division of <br />Highways. <br /> <br />C. Any road, whether public or private, shall meet the following standards: <br /> <br />1. The proposed road layout within a subdivision shall be coordinated <br />with the existing road system of the surrounding area, and existing roads <br />shall be extended whenever possible. <br /> <br />2. Where in the opinion of the Planning Board it is necessary to provide <br />for road access to an adjoining land locked parcel, a reserve strip for <br />such purpose shall be extended to the boundary of such property. If an <br />existing cartway or easement already exists to such land locked parcel the <br />reserve strip shall be provided at that point where practical. <br /> <br />3. Reserve strips or non-access reservations that control access to <br />roads, waterways, parks or the like, and other reserved strips shall be <br />permitted only if their purpose, location, dimensions and manner of <br />control is approved by the Planning Board. <br /> <br />4. Where a tract of land to be subdivided borders on an existing or <br />proposed thoroughfare, the Planning Board, may require that access to such <br />roads be limited by one of the following alternatives: <br /> <br />a. Require the subdivision of lots so that rear or side yards abut <br />the thoroughfare and front or side onto a parallel local road. <br />Prohibit access to individual lots from the thoroughfare; or <br /> <br />b. Require creation of a parallel local road and a series of <br />cul-de-sacs, U-shaped roads, or short loops entered from and designed <br />generally at right angles to the parallel road, with the rear lines <br />of their terminal lots abutting the thoroughfare; or <br /> <br />c. Require creation of a marginal access or service road parallel to <br />but separated from the thoroughfare by a grass strip. The access <br />road may have access to the thoroughfare at suitable points and shall <br />serve as the principal access road to the subdivision. No direct <br />access from the lots to the thoroughfare will be allowed. <br /> <br />5. Any proposed road which is obviously in alignment with an existing <br />road shall be given the same name. In assigning new names, duplication of <br />existing names shall be avoided, and in no case shall the proposed name be <br />phonetically similar to any existing name irrespective of the use of a <br />designation as street, road, drive, place, court, etc. Road names shall <br />be subject to the approval of the Cabarrus County Planning Department. <br />Ail roads shall be marked with a readily readable name sign. <br /> <br />6. RESERVED. <br /> <br />7. Ail roads except local access roads shall be so laid out that their <br />use by through traffic will be discouraged. Roads shall be designed or <br />walkways dedicated to assure convenient access to parks, playgrounds, <br />schools, and other places of public assembly. <br /> <br />8. The dedication of half roads at the perimeter of a new subdivision <br />shall be prohibited. Where there exists a half road in an adjoining <br />subdivision, the remaining half shall be provided by the proposed sub- <br />division. <br /> <br />9. Cul-de-sac length should be limited to a maximum of one thousand <br />(1000) feet unless unusual topography or land configuration requires <br />otherwise. <br /> <br />10. Distance between street intersections shall not be longer than 1600 <br />feet except in subdivisions with average lot size of over one acre in <br />which case street intersections shall not be spaced more than 2000 feet <br /> <br /> <br />
