The Planning Board may allow longer distances where a longer <br />distance will reduce the number of railroad grade crossings, major stream <br />crossings, or where longer distances will result in less traffic through <br />residential subdivisions from adjoining business or industrial areas. <br /> <br />11. Where a subdivision or planned development entrance road is projected <br />to accommodate over 900 vehicles per day then a second entrance may be <br />required where feasible and such access is desirable to facilitate neighbor- <br />hood planning. As an alternative where a second entrance is not feasible <br />a single median entrance meeting North Carolina Department of Transportation <br />standards may be required. Median entrances shall extend to the first <br />internal street intersection and be fronted by open space or reverse <br />frontage lots. <br /> <br />12. Where a subdivision is proposed adjacent to a thoroughfare, the <br />Planning Board, may require that lots have no direct access to such roads <br />if alternative access from a road of lower classification is possible. <br /> <br />13. Where a subdivision is proposed adjacent to a thoroughfare and access <br />is proposed onto the thoroughfare, the Planning Board, may require <br />left-turn storage or right-turn deceleration lanes on the thoroughfare or <br />intersection according to North Carolina Department of Transportation <br />standards to permit the freer and safer flow of traffic. Generally <br />left-turn lanes will only be considered as a requirement in developments <br />with over 500 units or lots. <br /> <br />14. Where a subdivision is proposed adjacent to a thoroughfare other than <br />a limited access highway which has an inadequate right-of-way according to <br />the Cabarrus County Thoroughfare Plan, the Planning Board, may require <br />that the property owner dedicate such right-of-way along his property as <br />is necessary to bring the right-of-way up to Thoroughfare Plan standards, <br />for that portion of the thoroughfare. <br /> <br />15. Whenever a tract of land to be subdivided includes any part of the <br />proposed right-of-way for a limited access highway as shown on the County <br />Thoroughfare Plan and said proposed right-of-way has been further defined <br />by acceptable locational procedures sufficient to identify properties to <br />be affected, the right-of-way for the limited access highway shall be <br />reserved and remain undeveloped pending future acquisition by the state or <br />other governmental unit. The subdivider shall reserve the proposed <br />right-of-way for a period not to exceed three (3) years from the date of <br />approval of the preliminary plat, after which the land shall be considered <br />as free of reservation. <br /> <br />D. Private roads proposed as part of a planned development shall be built to <br />North Carolina Department of Transportation Standards. <br /> <br />E. Other private roads may be allowed at the discretion of the Planning Board <br />where the subdivision consists of ten or less lots, the division would preserve <br />a natural area, the division is adjacent to property using an existing private <br />road for access, the property does not abut a public road, or the road would <br />not be accepted by the State even if built to DOT standards because of the low <br />housing density or length. <br /> <br />1. Private roads under 2500 feet shall have a forty-five (45) foot <br />right-of-way. Roads over 2500 feet shall have a fifty (50) foot <br />right-of-way. <br /> <br />2. There are three classes of other private roads established. Class C <br />roads serve 1-3 lots, Class B roads serve 4-6 lots, and Class A roads <br />serve 7-10 lots. Maps required for these roadways are shown in the <br />Appendix to this ordinance. <br /> <br />3. Class A roads shall meet NCDOT design and improvement requirements <br />except that paving shall not be required. <br /> <br />4. Class B.and C roads shall meet the following standards: <br /> <br />a. Class B roads shall have a graveled travelway of at least 12 <br />feet. Class C roads shall have a graveled travelway of at least 8 <br />feet. The travelway shall contain at least 4 inches of gravel. <br /> <br /> <br />
