19 <br /> <br />b. Excessive grades (above 12 percent) shall be avoided except in <br />extreme conditions. <br /> <br />c. Roadway drainage shall be approved by the County Engineer. <br /> <br />d. Shoulders shall be at least four (4) feet and be stabilized with <br />seeding, sodding or mulch to prevent erosion. <br /> <br />e. Ail areas disturbed by the construction of the road, including <br />the shoulders, ditch banks, cut and fill slopes and barrow areas <br />shall be seeded in permanent vegetation to stabilize the soil and <br />prevent erosion. Seeding should be done immediately after grading is <br />completed. <br /> <br />f. Curves shall be constructed with a minimum centerline radius <br />of 125 feet. <br /> <br />g. Vehicle turn-around areas shall be provided at the end of all <br />dead end roads. The turn-arounds will be built in a manner as to <br />provide an adequate turning radius for emergency vehicles. <br /> <br />h. The subdivider is responsible for obtaining a permit for access <br />to a state maintained road. <br /> <br />5. A property owner along a private road may transfer property utilizing <br />this private road provision only once within a two (2) year period. <br /> <br />6. A disclosure statement shall be recorded with all deeds transferring <br />property along a private road. Such disclosure statement shall explain <br />how the road will be maintained and make the buyer fully aware that the <br />road is a private road and that access may or may not be considered <br />acceptable by lending institutions in the future. <br /> <br />SECTION 4.10 RESERVED <br /> <br />SECTION 4.11 DESIGN STANDARDS FOR EASEMENTS <br /> <br />A. Easements for underground or above-ground utilities shall be provided where <br />necessary along rear or side lot lines, but need not be centered on such lines. <br />Such easements shall be sufficiently wide to provide for the installation of <br />utilities and access for maintenance, and shall be at least ten (10) feet in <br />width. <br /> <br />B. Easements for streams or drainageways shall be located generally along rear <br />or side lot lines, except that easements for drainage of surface waters from <br />four lots or less may cross lots at such other points as the Planning Board <br />finds will not pose a hazard to persons or property. Utilities will be <br />permitted in drainage easements only upon the approval of the Planning Board. <br /> <br />C. A buffer strip of ten (10) feet to fifty (50) feet in width may be required <br />by the Planning Board adjacent to a major thoroughfare or to a commercial or <br />industrial development. This buffer strip shall be in addition to the normally <br />required lot dimension, shall be part of the platted lot, and shall be reserved <br />for the planting of trees and shrubs by the subdivider. <br /> <br />D. A reservation or easement for an alley to the rear of business lots may be <br />required provided that a comprehensive plan for the entire block in which the <br />property is located establishes the need for such easement. <br /> <br />SECTION 4.12 MONUMENTS <br /> <br />Unless otherwise specified by this ordinance, the standards of practice for <br />land surveying as adopted by the North Carolina State Board of Registration <br />for Professional Engineers and Land Surveyors, under provisions of N.C.G.S. <br />Chapter 39 shall apply. <br /> <br />SECTION 4.13 CONSTRUCTION PROCEDURES <br /> <br /> <br />
