Odell, III, County Engineer, reviewed the proposed <br />amendments to the Cabarrus County Water Systems Regulations. <br /> Chairman Lentz reported that he had received a verbal request from the <br />volunteer fire departments that the firemen be allowed to flush the fire <br />hydrants and that the fire hydrants be color coded. Mr. Walter C. Odell, <br />III, County Engineer, stated that all lines had been flushed by the contrac- <br />tors and outlined the problems that could occur if the firemen were allowed <br />to flow and test the hydrants. After discussion regarding color coding and <br />the difference between the pressure and the flow of water available from a <br />hydrant, the Board instructed the County Engineer and County Manager to work <br />with the Fire Marshal to determine the exact nature of the firemen's request <br />and to put their proposal for color coding in writing. <br /> The motion by Commissioner Melvin and seconded by Chairman Lentz to <br />adopt the amendment to Section II M. Refusal to Accept Meter of the Cabarrus <br />County Water System Regulations as recommended by Mr. Walter C. Odell, III, <br />County Engineer and to allow mandatory minimum billing as of February 1, <br />1987, to those customers who have purchased connections to the water system <br />but as of yet have not started actually consuming water failed with Commis- <br />sioner Melvin and Chairman Lentz voting for and Commissioners Payne, Hamby, <br />and Moss voting against. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Moss voting for and Chairman Lentz and <br />Commissioner Melvin voting against, the Board adopted the following amend- <br />ment to Section II M. Refusal to Accept Meter of the Cabarrus County Water <br />System Regulations effective March 1, 1987, and directed that in the mean- <br />time letters concerning the mandatory minimum charge are to be mailed to <br />those people who have purchased connections to the water system but as of <br />yet have not started actually consuming water. <br /> <br />Amend Section II M to read: <br />M REFUSAL TO ACCEPT SERVICE <br /> <br />Should any person pay for a connection to the system and after that connec- <br />tion is installed not use the service or at least pay the monthly minimum <br />fee as established in the rate schedule, then the service will be made <br />unusable, the outstanding bill subtracted from the customers security <br />deposit, and any remaining deposit returned to the customer. If in the <br />future if the person desires service, the connection fees and deposits in <br />effect at that time would be required for the service to be reactivated. <br /> <br /> <br />
