<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />February 2, 1987, at 9:30 A.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> R. Giles Moss
<br /> The invocation was given by Dr. Charles Howell of Pitts Baptist Church.
<br /> The Board corrected the minutes of January 19, 1987, to change the State
<br />road identification number for Bethel Church Road from SR 2601 to SR 1125.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and
<br />unanimously carried, the minutes of January 19, 1987, were approved as
<br />corrected.
<br /> Chairman Lentz stated that the item on the agenda regarding the appoint-
<br />ments to the Zoning Board of Adjustment would be delayed until the meeting on
<br />February 16, 1987.
<br /> The Board received the written report and recommendation from
<br />Commissioner Melvin in response to the request by Ms. Ardith P. St. John,
<br />Acting Chair of the Cabarrus Council for Women, that the Board appoint new
<br />members to the Council, allocate additional funding, and provide storage
<br />space for the historical records of the Council. It was Commissioner
<br />Melvin's recommendation that the Board decline to budget the $2,000.00
<br />request at this time for the following reasons:
<br />
<br />The necessity of complete reorganization and appointment of 16-22
<br />members representative of a wide range of the county population by
<br />the commissioners.
<br />Possible duplication of services already available.
<br />Probable request from many groups which would necessitate equal
<br />consideration.
<br />
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved the addition of Armentrout Drive,
<br />formerly Arrowood Drive, to the State road system for maintenance. The
<br />street is located in the 601 Industrial Park.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and
<br />unanimously carried, the Board set a public hearing for 7:30 P.M. on
<br />February 16, 1987, for the revised County Floodplain Ordinance.
<br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and
<br />unanimously carried, the Board reappointed Mr. Mike Harkey to the Watershed
<br />Improvement Commission for a six-year term ending February 15, 1993.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved the following Social Services budget
<br />amendment in the amount of $68,452.00 for the Aid to Families with Dependent
<br />Children - Emergency Assistance Program.

<br /> Mr. Paul Watson, Engineer with HDR Infrastructure, Inc. of North Carolina,
<br />reviewed the proposed Engineering Services Agreement for the Preliminary
<br />Engineering Report for the Coddle Creek Reservoir.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and
<br />unanimously carried, the Board authorized the Chairman to sign the following
<br />Engineering Services Agreement between Cabarrus County and HDR Infrastructure,
<br />Inc. of North Carolina.
