33 <br /> <br />January 14, 1987 <br /> <br />Board of County Commissioners <br />Cabarrus County <br />Post Office Box 707 <br />Concord, North Carolina 28025 <br /> <br />Attention: Mr. Charles McGinnis <br /> County Manager <br /> <br />Re: Coddle Creek Reservoir <br /> Preliminary Engineering Report <br /> <br />Dear Mr. McGinnis: <br /> <br />As requested, HDR Infrastructure, Inc. of North Carolina (HDR) hereby offers <br />its services to perform the Preliminary Engineering Report for the Coddle <br />Creek Reservoir for Cabarrus County. It is proposed that the work be accom- <br />plished in accordance with our August 27, 1985, Agreement for Miscellaneous <br />Engineering Services. The scope of work follows: <br /> <br />SCOPE OF WORK <br /> <br />The following engineering services will be provided for the project: <br /> <br />Review available engineering reports and studies on the proposed <br />Coddle Creek reservoir and dam. Location of dam is approximately <br />700 L.F. north of NC 73 on Coddle Creek. <br />Based on available data, prepare an engineering evaluation of the <br />need for the storage facility, yield of reservoir, full reservoir <br />level, property acquisition line criteria, and construction cost <br />estimate. <br />Prepare a Preliminary Engineering Report containing the following: <br />a. Area to be Served. Describe - give natural boundaries, major <br /> obstacles, elevations, need for facility, and other pertinent <br /> information. Use maps and sketches as necessary. <br />b. Existing Facilities. Describe - include condition, suitability <br /> for continued use of existing facilities, adequacy of water <br /> supply, storage, and transmission facilities. <br />c. Proposed facilities and services. <br /> (1) General description of proposed facility, including <br /> design criteria adopted. Include discussion of possible <br /> alternates. <br /> (2) Land - include amount required, location and alternate <br /> locations. <br /> (3) Rights - include easements, permits, and other evidence <br /> of rights-of-way required; availability of alternates, <br /> State Health and other Regulatory agency requirements. <br />d. Proposed facilities. <br /> (1) Water supply - include requirements for quality and <br /> quantity. <br /> (a) Sources - include discussion of other feasible <br /> sources and provide comparison of such sources. <br /> (b) Storage - requirements and proposals. <br /> (d) Transmission systems - requirements and proposals - <br /> give lengths and sizes; key features. <br />e. Cost estimate. Include development and construction, land and <br /> rights, legal, engineering, interest, equipment contingencies, <br /> refinancing, and other. <br /> f. Annual operatin8 budget. <br /> (1) Income - discuss income projects. <br /> (2) Operation and Maintenance Costs - include salaries, <br /> wages, taxes, accounting and auditing fees, legal fees, <br /> interest, utilities, gasoline, oil and fuel, insurance, <br /> repairs and maintenance, supplies, chemicals, office <br /> supplies and printing, and miscellaneous. <br /> (3)Capital improvements. <br /> (4)Debt repayments. <br /> (5)Reserve. <br /> <br /> <br />
