74 <br /> <br /> The Board of ComMissioners for the County of Cabarrus met in regular <br />session, at the County Courthouse in Concord, North Carolina, on Monday, <br />April 6, 1987, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Absent - Commissioner Kenneth F. Pilkington, Health Director, reviewed the proposed <br />transfer of $20,833.00 to the Health Department from the $250,000.00 that the <br />County appropriates annually to Cabarrus Memorial Hospital. He stated this <br />transfer of funds was needed to adequately compensate the physicians who <br />provide prenatal care to the indigent population of Cabarrus County for the <br />remainder of FY 1986-87. According to Mr. Pilkington, the physicians who <br />deliver these babies are compensated approximately $315.00 for a normal <br />delivery through state/federal grant monies or about one-half of their normal <br />delivery charge of approximately $650.00. He further explained that the <br />County needs to provide the monies to pay the difference between the $315.00 <br />and the normal charge of $650.00 in order to ensure that these delivery <br />services continue. In conclusion, Mr. Pilkington proposed that the Board also <br />consider the allocation of $70,000.00 of the FY 1987-88 appropriation desig- <br />nated for Cabarrus Memorial Hospital to the Health Department for delivery <br />funds. <br /> Mr. Alfred M. Brown, Health Board Chairman, spoke in support of the <br />proposed transfer of funds from the annual hospital appropriation to the <br />Health Department to provide delivery services for the indigent. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby and Moss voting for and Commissioner <br />Melvin voting against, the Board adopted the following budget amendment <br />transferring $20,833.00 to the Health Department from the Cabarrus Memorial <br />Hospital FY 1986-87 allocation of $250,000.00 for the provision of prenatal <br />care to the indigent as proposed by Mr. William F.
