83 <br /> <br />755 Cabarrus Avenue in Concord, North Carolina, and from 8:00 A.M. until 5:00 <br />P.M. on Monday through Friday, inclusive, of each week at the office of the <br />Rowan County Board of Elections located at 402 North Main Street in Salisbury, <br />North Carolina. <br /> <br /> In addition, registration applications of qualified persons will be <br />accepted by and qualified persons may register (a) with any of the registrars <br />and judges of elections appointed by the Cabarrus and Rowan County Boards of <br />Election for the several precincts in the City of Kannapolis and the Royal <br />Oaks Sanitary District, by appointment, (b) with any of the registrars and <br />judges of elections appointed by the Rowan County Board of Elections for the <br />several precincts in the County of Rowan and (c) with special registration <br />commissioners designated by the Cabarrus and Rowan County Boards of Election, <br />by appointment. <br /> <br /> Also, registration applications of qualified persons will be accepted, <br />and persons who are qualified to register with the Cabarrus County Board of <br />Elections may register, at the Kannapolis Library in Kannapolis, North <br />Carolina, during normal business hours. Furthermore, registration <br />applications of qualified persons will be accepted, and persons who are <br />qualified to register with the Rowan County Board of Elections may register, <br />at the Rowan Public Library located at 201 West Fisher Street in Salisbury, <br />North Carolina, on Monday through Friday, inclusive, of each week from 9:00 <br />A.M. until 9:00 P.M., on Saturdays from 9:00 A.M. until 5:00 P.M. and on <br />Sundays from 1:00 P.M. until 5:00 P.M. In addition, persons who are qualified <br />to register with the Rowan County Board of Elections may register at South <br />Rowan Public Library, located at 102 North Central Avenue in Landis, North <br />Carolina, on Monday through Thursday, inclusive, of each week from 10:00 A.M. <br />until 8:00 P.M., on Fridays from 10:00 A.M. until 6:00 P.M. and on Saturdays <br />from 10:00 A.M. to 2:00 P.M. Registration applications of qualified persons <br />will be accepted and qualified persons may also register at any of the <br />branches of the above-mentioned libraries during their business hours. <br /> <br /> Also, registration applications of qualified persons will be accepted and <br />qualified persons may register with special registration commissioners at the <br />offices of the Division of Motor Vehicles located in the State when applying <br />for, renewing or correcting their driver licenses. <br /> <br /> Furthermore, certain persons in the armed forces and their spouses, <br />certain veterans, certain civilians working with the armed forces, and members <br />of the Peace Corps may register by mail at any time prior to said referendum <br />in the manner provided in Article 21 of Chapter 163 of the General Statutes of <br />North Carolina and in person at any time, including the day of said <br />referendum. <br /> <br /> Those residents of the Royal Oaks Sanitary District and the City of <br />Kannapolis who have not voted in either of one of the two most recent <br />successive presidential elections or in any other election conducted in the <br />period between said two elections or whose names do not appear on said lists <br />of registered voters will not be considered to be registered under Cabarrus <br />County or Rowan County's permanent registration system. Those residents of <br />the Royal Oaks Sanitary District and the City of Kannapolis whose names do not <br />appear on said registration lists will be permitted to vote in said <br />referendum, however, if they are otherwise registered and qualified to vote. <br /> <br /> Those residents of the Royal Oaks Sanitary District and the City of <br />Kannapolis who are presently registered under Cabarrus or Rowan County's <br />permanent registration system and who have not changed residence from one <br />precinct to another since their registration will be permitted to vote in said <br />referendum, provided that removal from one precinct to another shall not <br />deprive any person of the right to vote in the precinct from which he has <br />removed until 30 days after his removal and, further, that any person who has <br />changed residence from one precinct to another more than 30 days prior to said <br />referendum may obtain a certificate of removal and record a change of address <br />on the date of said referendum and vote, as the case may be, in the offices of <br />the Cabarrus County Board of Elections or the Rowan County Board of Elections <br />mentioned above or at such other location as specified by the Cabarrus and <br />Rowan County Boards of Election. <br /> <br /> <br />
