79 Furthermore, certain persons in the armed forces and their spouses, certain veterans, certain civilians working with the armed forces, and members of the Peace Corps may register by mail at any time prior to said referendum in the manner provided in Article 21 of Chapter 163 of the General Statutes of North Carolina and in person at any time, including the day of said referendum. Those residents of the Kannapolis Sanitary District and the City of Kannapolis who have not voted in either of one of the two most recent succes- sive presidential elections or in any other election conducted in the period between said two elections or whose names do not appear on said lists of registered voters will not be considered to be registered under Cabarrus County or Rowan County's permanent registration system. Those residents of the Kannapolis Sanitary District and the City of Kannapolis whose names do not appear on said registration lists will be permitted to vote in said referendum, however, if they are otherwise registered and qualified to vote. Those residents of the Kannapolis Sanitary District and the City of Kannapolis who are presently registered under Cabarrus or Rowan County's permanent registration system and who have not changed residence from one precinct to another since their registration will be permitted to vote in said referendum, provided that removal from one precinct to another shall not deprive any person of the right to vote in the precinct from which he has removed until 30 days after his removal and, tfurther, that any person who has changed residence from one precinct to another more than 30 days prior to said referendum may obtain a certificate of removal and record a change of address on the date of said referendum and vote, as the case may be, in the offices of the Cabarrus County Board of Elections or the Rowan County Board of Elections mentioned above or at such other location as specified by the Cabarrus and Rowan County Boards of Election. The last day for new registration of those not now on said lists of registered voters or registered under Cabarrus County's or Rowan County's permanent registration system in Monday, May 11, 1987. Except as provided above, the last day on which registered voters who have changed residence from one precinct to another may transfer registration is Monday, May 11, 1987. Any qualified voter of the Kannapolis Sanitary District and the City of Kannapolis who is qualified to vote by absentee ballot in said referendum may apply to the Cabarrus or Rowan County Boards of Election for an absentee ballot. Any qualified voter who is qualified to vote by military absentee ballot pursuant to Section 163-245 of the General Statutes of North Carolina may also apply for an absentee ballot as provided by Section 163-247 of the General Statutes of North Carolina. Persons who are not certain whether they are qualified to vote, registered to vote or qualified to vote by absentee ballot or who desire further information concerning the registration process for said referendum should contact the Cabarrus or Rowan County Boards of Election at the offices of said boards mentioned above. Said lists of registered voters and the registration books for elections in Cabarrus County and Rowan County will be open to inspection by any registered voter of the Kannapolis Sanitary District and the City of Kannapolis, as appropriate, during the normal business hours of the Cabarrus and Rowan County Boards of Election on the days when the offices of said Boards are open, and such days are challenge days. The registrars, judges and other officers of elections appointed by the Cabarrus and Rowan County Boards of Election will serve as the election officers for said referendum. The Cabarrus and Rowan County Boards of Election will conduct said referendum. The precincts and the voting places for said referendum, subject to change as provided by law, are as follows:
