79 <br /> <br /> Furthermore, certain persons in the armed forces and their spouses, <br />certain veterans, certain civilians working with the armed forces, and members <br />of the Peace Corps may register by mail at any time prior to said referendum <br />in the manner provided in Article 21 of Chapter 163 of the General Statutes of <br />North Carolina and in person at any time, including the day of said referendum. <br /> <br /> Those residents of the Kannapolis Sanitary District and the City of <br />Kannapolis who have not voted in either of one of the two most recent succes- <br />sive presidential elections or in any other election conducted in the period <br />between said two elections or whose names do not appear on said lists of <br />registered voters will not be considered to be registered under Cabarrus <br />County or Rowan County's permanent registration system. Those residents of <br />the Kannapolis Sanitary District and the City of Kannapolis whose names do not <br />appear on said registration lists will be permitted to vote in said <br />referendum, however, if they are otherwise registered and qualified to vote. <br /> <br /> Those residents of the Kannapolis Sanitary District and the City of <br />Kannapolis who are presently registered under Cabarrus or Rowan County's <br />permanent registration system and who have not changed residence from one <br />precinct to another since their registration will be permitted to vote in said <br />referendum, provided that removal from one precinct to another shall not <br />deprive any person of the right to vote in the precinct from which he has <br />removed until 30 days after his removal and, tfurther, that any person who has <br />changed residence from one precinct to another more than 30 days prior to said <br />referendum may obtain a certificate of removal and record a change of address <br />on the date of said referendum and vote, as the case may be, in the offices of <br />the Cabarrus County Board of Elections or the Rowan County Board of Elections <br />mentioned above or at such other location as specified by the Cabarrus and <br />Rowan County Boards of Election. <br /> <br /> The last day for new registration of those not now on said lists of <br />registered voters or registered under Cabarrus County's or Rowan County's <br />permanent registration system in Monday, May 11, 1987. <br /> <br /> Except as provided above, the last day on which registered voters who <br />have changed residence from one precinct to another may transfer registration <br />is Monday, May 11, 1987. <br /> <br /> Any qualified voter of the Kannapolis Sanitary District and the City of <br />Kannapolis who is qualified to vote by absentee ballot in said referendum may <br />apply to the Cabarrus or Rowan County Boards of Election for an absentee <br />ballot. Any qualified voter who is qualified to vote by military absentee <br />ballot pursuant to Section 163-245 of the General Statutes of North Carolina <br />may also apply for an absentee ballot as provided by Section 163-247 of the <br />General Statutes of North Carolina. <br /> <br /> Persons who are not certain whether they are qualified to vote, <br />registered to vote or qualified to vote by absentee ballot or who desire <br />further information concerning the registration process for said referendum <br />should contact the Cabarrus or Rowan County Boards of Election at the offices <br />of said boards mentioned above. <br /> <br /> Said lists of registered voters and the registration books for elections <br />in Cabarrus County and Rowan County will be open to inspection by any <br />registered voter of the Kannapolis Sanitary District and the City of <br />Kannapolis, as appropriate, during the normal business hours of the Cabarrus <br />and Rowan County Boards of Election on the days when the offices of said <br />Boards are open, and such days are challenge days. <br /> <br /> The registrars, judges and other officers of elections appointed by the <br />Cabarrus and Rowan County Boards of Election will serve as the election <br />officers for said referendum. <br /> <br /> The Cabarrus and Rowan County Boards of Election will conduct said <br />referendum. <br /> <br /> The precincts and the voting places for said referendum, subject to <br />change as provided by law, are as follows: <br /> <br /> <br />
