78 <br /> <br />Royal Oaks Sanitary District a proposition for the merger of the Royal Oaks <br />Sanitary District with the City of Kannapolis. Each such merger election will <br />be independent of the other. <br /> If a majority of the registered voters of both the Kannapolis Sanitary <br />District and the City of Kannapolis vote in favor of merger, the combined <br />territories to be known as the City of Kannapolis and to assume all of the <br />obligations of the Kannapolis Sanitary District and to receive from the <br />Kannapolis Sanitary District all the property rights of the District; from and <br />after merger residents of the Kannapolis Sanitary District would enjoy all of <br />the benefits of the municipality and would assume their proportionate share of <br />the obligations of the City of Kannapolis as merged. Upon any such merger, <br />the City of Kannapolis shall assume all obligations of the Kannapolis Sanitary <br />District and such sanitary district shall convey all of their respective <br />property rights to the City of Kannapolis and such sanitary district shall <br />cease to exist as a political subdivision. <br /> <br /> A list of the registered voters residing in the Kannapolis Sanitary <br />District and the City of Kannapolis in Cabarrus County has been prepared by <br />the Cabarrus County Board of Elections and a list of the registered voters <br />residing in the Kannapolis Sanitary District and the City of Kannapolis in <br />Rowan County has been prepared by the Rowan County Board of Elections and such <br />lists shall be used and open for public inspection and the regular regis- <br />tration books, process or records for elections in Cabarrus County and Rowan <br />Counties shall also be used and open for public inspection as herein set <br />forth. For said referendum the two lists of registered voters heretofore <br />mentioned and the regular registration books, process or records for elections <br />in Cabarrus County and Rowan County will be used and will continue to be open <br />for the acceptance of registration applications and the registration of <br />qualified persons from 8:00 A.M. until 5:00 P.M. on Monday through Friday, <br />inclusive, of each week at the office of the Cabarrus County Board of Elec- <br />tions located at 755 Cabarrus Avenue in Concord, North Carolina, and from 8:00 <br />A.M. until 5:00 P.M. on Monday through Friday, inclusive, of each week at the <br />office of the Rowan County Board of Elections located at 402 North Main Street <br />in Salisbury, North Carolina. <br /> <br /> In addition, registration applications of quaiified persons will be <br />accepted by and qualified persons may register (a) with any of the registrars <br />and judges of elections appointed by the Cabarrus and Rowan County Boards of <br />Election for the several precincts in the City of Kannapolis and the <br />Kannapolis Sanitary District, by appointment, (b) with any of the registrars <br />and judges of elections appointed by the Rowan County Board of Elections for <br />the several precincts in the County of Rowan and (c) with special registration <br />commissioners designated by the Cabarrus and Rowan County Boards of Election, <br />by appointment. <br /> <br /> Also, registration applications of qualified persons will be accepted, <br />and persons who are qualified to register with the Cabarrus County Board of <br />Elections may register, at the Kannapolis Library in Kannapolis, North <br />Carolina, during normal business hours. Furthermore, registration appli- <br />cations of qualified persons will be accepted, and persons who are qualified <br />to register with the Rowan County Board of Elections may register, at the <br />Rowan Public Library located at 201 West Fisher Street in Salisbury, North <br />Carolina, on Monday through Friday, inclusive, of each week from 9:00 A.M. <br />until 9:00 P.M., on Saturdays from 9:00 A.M. until 5:00 P.M. and on Sundays <br />from 1:00 P.M. until 5:00 P.M. In addition, persons who are qualified to <br />register with the Rowan County Board of Elections may register at South Rowan <br />Public Library, located at 102 North Central Avenue in Landis, North Carolina, <br />on Monday through Thursday, inclusive, of each week from 10:00 A.M. until 8:00 <br />P.M, on Fridays from 10:00 A.M. until 6:00 P.M. and on Saturdays from <br />10:00 A.M. to 2:00 P.M. Registration applications of qualified persons will <br />be accepted and qualified persons may also register at any of the branches of <br />the above-mentioned libraries during their business hours. <br /> <br /> Also, registration applications of qualified persons will be accepted and <br />qualified persons may register with special registration commissioners at the <br />offices of the Division of Motor Vehicles located in the State when applying <br />for, renewing or correcting their driver licenses. <br /> <br /> <br />
