77 Sanitary District and the City of Kannapolis, pursuant to the provisions of G.S. §130A-80, to determine if the Kannapolis Sanitary District and the City of Kannapolis should merge. The Cabarrus County Board of Elections (the Kannapolis Sanitary District and the City of Kannapolis being located in Cabarrus and Rowan Counties) is hereby requested to hold and conduct said referendum in the precincts in the Kannapolis Sanitary District and the City of Kannapolis that are located in Cabarrus County and to take all necessary steps to that end in accordance with the provisions of Section 2 of this resolution. Section 2. For said referendum, (i) a list of the registered voters residing in the Kannapolis Sanitary District and the City of Kannapolis in Cabarrus County has been prepared by the Cabarrus County Board of Elections and a list of the registered voters residing in the Kannapolis Sanitary District and the City of Kannapolis in Rowan County has been prepared by the Rowan County Board of Elections and shall be used and open for public inspection and the regular registration books for elections in Cabarrus and Rowan Counties shall also be used and open for public inspection in the manner, under the conditions and at the times and places as provided in the notice of special merger referendum set forth in Section 3 of this resolution, (ii) the registrars, judges and other officers of elections appointed by the Cabarrus County Board of Elections for the several precincts and voting places in the Kannapolis Sanitary District and the City of Kannapolis in Cabarrus County and by the Rowan County Board of Elections for the several precincts and voting places in the Kannapolis Sanitary District and the City of Kannapolis in Rowan County shall be the election officers for such precincts and voting places and (iii) the precincts and voting places shall be those fixed by the Cabarrus and Rowan County Boards of Election as provided in said notice set forth in Section 3 of this resolution, subject to change as provided by law. Section 3. The Clerk to the Board of Commissioners for the County of Cabarrus and the Clerk to the Board of Commissioners for the County of Rowan, as authorized by the Board of Commissioners for the County of Rowan, shall cause a notice to be published in The Daily Independent once at least fourteen days before May 11, 1987 (being the last day on which the registration list will be available for public inspection and the last day on which persons may register for said referendum except as otherwise provided in said notice set forth in Section 3 of this resolution) and once again not less than seven days before said day, such notice to read substantially as follows: NOTICE OF SPECIAL MERGER REFERENDUM IN THE KANNAPOLIS SANITARY DISTRICT AND THE CITY OF KANNAPOLIS, NORTH CAROLINA A special merger referendum will be held throughout the Kannapolis Sanitary District and the City of Kannapolis between 6:30 A.M. and 7:30 P.M., on Tuesday, June 9, 1987, at which there will be submitted to the qualified voters of the Kannapolis Sanitary District and the City of Kannapolis the following question: "FOR merger of the City of Kannapolis and the Kannapolis Sanitary District, if a majority of the registered voters of both the Kannapolis Sanitary District and the City of Kannapolis vote in favor of merger, the combined territories to be known as the City of Kannapolis and to assume all of the obligations of the Kannapolis Sanitary District and to receive from the Kannapolis Sanitary District all the property rights of the District; from and after merger residents of the Kannapolis Sanitary District would enjoy all of the benefits of the municipality and would assume their proportionate share of the obligations of the City of Kannapolis as merged.
