Their plans are to have the children's activities in the <br />parking lot behind the old courthouse, information booth on the corner lawn of <br />Union and Means, and food vendors on Means between the courthouse and First <br />Union National Bank. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board granted permission to the Concord-Cabarrus <br />County Chamber of Commerce and Merchants Association, Inc., to use the <br />courthouse property for the second annual Share Cabarrus Festival on May 16, <br />1987, from 6:00 A.M. until 6:00 P.M. subject to the submission of a copy of <br />the food vendors' insurance and the Chamber's insurance holding the County <br />harmless in the event of accidents. <br /> Mr. William F. Pilkington, Health Director, reviewed the bid of <br />$21,000.00 received on March 23, 1987, from Suther Grading and Hauling, Inc., <br />to clean out the sedimentation basin at the Sanitary Landfill. He stated the <br />North Carolina Department of Natural Resources and Community Development has <br />notified the County that the work must be done immediately or a fine of <br />$100.00 per day will be instigated. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board awarded the bid to clean out the sedimentation <br />basin at the Sanitary Landfill to Suther Grading and Hauling, Inc., in the <br />amount of $21,000.00 with the work to be commenced by April 14, 1987, and <br />completed by May 2, 1987. <br /> Mr. William F. Pilkington, Health Director, reviewed the grant <br />application to the Centralina Council of Governments/Area Agency on Aging for <br />$12,138.00 in Title III Older American Act funds to expand the Department's <br />present services to the elderly through the Adult Health Screening Program. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board authorized the application by the Health Department <br />to the Centralina Council of Governments/Area Agency on Aging for Title III <br />Older American Act funds as presented by Mr. William F. Pilkington, Health <br />Director, for the expansion of the Adult Health Screening Program services by <br />the Health Department. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board granted permission to the Charlotte Motor Speedway <br />for a fireworks display on April 10, 1987, at approximately 9:15 P.M. subject <br />to the submission of a Certificate of Insurance showing insurance coverage of <br />$1 million for the event. The fireworks display is in conjunction with the <br />Charlotte Chamber of Commerce and is being supervised by Mr. Gary Partlow of <br />Southern International Fireworks. <br /> The Board reviewed the letter from J. Dennis Hoban, Ed.D., Director of <br />the Office of Educational Research and Services of The Bowman Gray School of <br />Medicine of Wake Forest University and member of the Board of Directors of the <br />North Carolina Vietnam Veterans Leadership Program, requesting that each <br />county in the State consider the donation of $500.00 to be used for the <br />purchase and placement of 100 trees to line the interior of the North Carolina <br />Vietnam Veterans Memorial Highway project. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and unani- <br />mously carried, the Board approved the County's participation in the North <br />Carolina Vietnam Veterans Memorial Highway Project and allocated $500.00 from <br />Board Directed Expenses to the Project for the purchase and placement of a <br />tree for Cabarrus County at the memorial. <br /> The Board received the certified copies of the Resolution Requesting an <br />Election on the Merger of the Kannapolis Sanitary District and the City of <br />Kannapolis as adopted by the Sanitary District Board of the Kannapolis <br />Sanitary District and the City Council and Mayor of the City of Kannapolis. <br />The Board also received the certified copies of the Resolution Requesting an <br />Election on the Merger of the Royal Oaks Sanitary District and the City of <br />Kannapolis as adopted by the Sanitary District Board of the Royal Oaks <br />Sanitary District and the City Council and Mayor of the City of Kannapolis. <br /> Commissioner Hamby introduced the following resolution which was read: <br /> <br />RESOLUTION CALLING A SPECIAL MERGER <br /> REFERENDUM <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br /> <br /> Section 1.
