92 <br /> <br /> WHEREAS: the first full week of May has been set as the annual <br />celebration of the national week observing the philosophy of kindness to <br />animals, <br /> <br /> NOW, THEREFORE: I, James W. Lentz, by virtue of the power vested in me <br />as Ohm. Board of Commissioners of Cabarrus County do proclaim and pronounce <br />the week of May 3-9 of 1987 as "Be Kind To Animals Week," and do heartily <br />commend to all our citizens a full participation in all the events related <br />thereto in this community. <br /> <br />(Seal) <br /> <br />/s/ James W. Cabarrus County Board of Commissioners <br /> <br /> Ms. Betsy Carpenter, President of the Cabarrus County Animal Protection <br />Association, requested that the Board consider the licensing of dogs to be <br />effective July 1, 1987. She proposed that Ms. Jan Sellars, Chief Animal <br />Control Officer; Dr. Stuart Roberts, a veterinarian; a member of the Board of <br />Commissioners; the County Manager; the Tax Collector; and the Tax Supervisor <br />be appointed as a committee to begin work on drafting a licensing provision to <br />be added to the current Animal Control Ordinance. <br /> Chairman Lentz requested Commissioner Melvin to investigate this request <br />for licensing of dogs and to bring a report back to the Board on this matter. <br /> Chairman Lentz recognized Mr. Everette Gilliam, reporter with The Daily <br />Independent, for his promotion with the newspaper. Mr. Gilliam was covering <br />his last meeting of the Board of Commissioners after 15 years of reporting <br />Board meetings. <br /> Mr. James Graeber, Chairman of the Senior Citizens Advisory Council, <br />presented an update on the Council's research on a building project for aging <br />services. He asked that the Board commit to constructing a new facility or <br />renovating an existing facility with county seed funds of $100,000.00 each <br />year for the next two fiscal years. Mr. Graeber reported that the Council was <br />pursuing funding resources for the program from the municipalities in the <br />County. He further indicated that local legislators were seeking State funds <br />under a matching grant program for this project. <br /> Reverend Joel Cherry, member of the Senior Citizens Advisory Council, <br />stated the Council was looking for a service delivery type building which <br />would house the Senior Services Offices and serve as a central base for <br />satelliting service delivery to the outlying areas of the county. <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Payne <br />to adopt the resolution to set aside $100,000.00 for the next two consecutive <br />fiscal years to establish seed dollars to seek other funding sources for for <br />the facility as proposed by the Senior Citizens Advisory Council. No vote was <br />taken on this motion. <br /> The substitute motion made by Chairman Lentz and seconded by Commissioner <br />Melvin to set aside a sum of dollars for the next two consecutive fiscal years <br />to establish seed dollars to seek other funding sources for the facility as <br />requested by the Senior Citizens Advisory Council was withdrawn after <br />discussion. <br /> The motion by Commissioner Hamby and seconded by Commissioner Payne to <br />amend the substitute motion to state that "the County Commissioners of Cabarrus <br />County do hereby resolve to commit a sum of matching dollars for two <br />consecutive fiscal years to establish seed dollars to seek other funding <br />sources" for the facility as requested by the Senior Citizens Advisory Council <br />failed with Commissioners Hamby and Payne voting for and Commissioners Moss <br />and Melvin and Chairman Lentz voting against. <br /> UPON SUBSTITUTE MOTION of Chairman Lentz, seconded by Commissioner Melvin <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />A RESOLUTION <br /> <br /> Whereas, sixteen thousand plus older adults reside in Cabarrus and have <br />been residents of the county for more than sixty years, <br /> <br /> Whereas, Cabarrus County Cor~nissioners share a mutual interest and <br />concern in the longevity and well being of its older adult population, <br /> <br /> Whereas, the Cabarrus County Commissioners are committed to serving the <br />people of Cabarrus County with a quality of service in the most cost effective <br />manner, <br /> <br /> <br />
