91 <br /> <br />the Planning Board has joined as a co-petitioner in this matter and second in <br />that this is in an area which will soon be subject to Kannapolis zoning with <br />the change in the decision of the City Council of the City of Kannapolis be <br />taken into account as well. <br /> After discussion regarding zoning in the City of Kannapolis, it was the <br />consensus of the Board that the Chairman write a letter to Mayor Bachman S. <br />Brown, Jr., asking that the City of Kannapolis be ready to accept full zoning <br />responsibility for the City by July 1, 1987. <br /> <br />NEW BUSINESS <br /> <br /> At 7:30 P.M., Chairman Lentz stated that this was the date and time for a <br />public hearing to consider the renaming of Hillside Drive to Preston Drive and <br />asked if anyone were present who wished to speak for or against this road name <br />change. No one spoke regarding the road name change. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin and <br />unanimously carried, the Board approved the changing of the road name Hillside <br />Drive to Preston Drive. <br /> Mr. Benton Payne, Assistant Division Engineer with the North Carolina <br />Department of Transportation, reviewed the priority rating procedures of <br />secondary roads by the Department of Transportation. He reported that <br />Priority No. 4, Knowles Street, had been added to the 1986-87 Secondary <br />Construction Program due to the extra funds received from the gasoline tax. <br /> Mr. Larry Gordon, District Engineer with the North Carolina Department of <br />Transportation, presented the preliminary 1987-88 Cabarrus County Secondary <br />Construction Program which included the paving of Maderia Drive, Pine Circle <br />Drive, Belvedere Drive, Bogle Drive, Sandy Lane, Cimarron Circle, and Lynn <br />Drive as well as the widening of a section of Poplar Tent Road. Also included <br />as proposed projects were safety improvements at the intersection of SR 1790 <br />and NC 73 and at the intersection of SR 1442 and NC 73. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board set a public hearing for 7:30 P.M. on Monday, <br />May 18, 1987, for the final presentation of the 1987-88 Secondary Road Program <br />by the North Carolina Department of Transportation. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board approved the addition of Danville Drive, Norfolk <br />Drive, and Roanoke Drive to the secondary road system for maintenance. <br /> Ms. Bobble T. Steele of Charlie Walker Road expressed concerns over a <br />local business which has moved into her residential area that is presently <br />zoned "residential". She complained of junk yards in her neighborhood and the <br />operation of a paint shop which she states is creating paint fumes in the <br />area. After discussion of Ms. Steele's concerns, the Board instructed Mr. F. <br />E. Isenhour, Jr., Zoning Administrator, to pursue the lawsuit which is now <br />pending against Mr. Ralph Smith who operates a salvage yard in the <br />neighborhood, to investigate the complaint regarding the operation of the <br />paint shop, and to contact the Health Department regarding the paint fumes <br />generated by the paint shop. Chairman Lentz designated Commissioner Melvin to <br />work with Ms. Steele in resolving these concerns. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board adopted the following Proclamation. <br /> <br />OFFICIAL PROCLAMATION <br />Cabarrus County <br /> <br /> WHEREAS: We have been endowed not only with the blessings and benefits <br />of our animal friends, who give us companionship and great pleasure in our <br />daily lives, but also with a firm responsibility to protect these fellow <br />creatures with which we share the earth from need, pain, fear and suffering; <br />and <br /> <br /> WHEREAS: we recognize that teaching attitudes of kindness, consideration <br />and respect for all living things through humane education in the schools and <br />the community helps to provide the basic values on which a humane and <br />civilized society is built; and <br /> <br /> WHEREAS: the people in Cabarrus County are deeply indebted to their <br />animal care and control agencies for their invaluable contribution in caring <br />for lost and unwanted animals, instilling humane values in our children <br />through humane education programs, and promoting a true working spirit of <br />kindness and consideration for animals in the minds and hearts of all people, <br />and <br /> <br /> <br />
