Planning Board voted unanimously to recommend approval. <br /> <br />Mr. A. B. Gulledge, Jr., property owner, spoke in favor of the rezoning. <br />Mr. Branson Jones, Executive Vice-President of the Greater Cabarrus <br />County Economic Development Corporation, spoke in support of the rezoning <br />petition. <br /> There was no one present to speak in opposition to the requested <br />rezoning. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Petition 87-11 by A. B. Gulledge, Jr., <br />to rezone property off Fairview Street, Map/PIN 5623(09)-06-8237, 9235, 9285, <br />from RMF-7 to C-3. <br /> <br />(5) <br /> <br />Petition 87-12. Ira B. Howell, Jr., off Highway 49, township 11, Map/PIN <br />5539-43-7141, 9620. Wishes to rezone from C-3 to I-1. Planning Board <br />voted unanimously to recommend approval. <br /> <br /> Mr. Samuel F. Davis, Jr., attorney representing Made to Wear which is a <br />hosiery manufacturing company under contract to purchase the property, spoke <br />in support of the requested rezoning in order to move the packing and folding <br />operation of the company to that facility. <br /> No one spoke in opposition to the requested rezoning. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Petition 87-12 by Ira B. Howell, Jr., <br />to rezone property off Highway 49, Map/PIN 5539-43-7141, 9620, from C-3 to <br />I-1. <br /> <br />(6) <br /> <br />Petition 87-13. Kannapolis GlaSs and Glazing, off South Ridge Avenue, <br />township 4, Map/PIN 5612(08)-78-5154, 5224. Wishes to rezone from R-9 to <br />C-3. Planning Board voted unanimously to recommend approval and to join <br />petition on this request. <br /> <br /> It was noted that this Petition had been denied by the Board of <br />Commissioners on February 16, 1987, as recommended by the Kannapolis City <br />Council at that time. <br /> The Board received the letter from The Honorable Bachman S. Brown, Jr., <br />Mayor of Kannapolis, clarifying the action of the Kannapolis City Council <br />concerning the Kannapolis Glass and Glazing, Inc., property. In his letter, <br />Mayor Brown outlined the recent City Council actions which included the change <br />in January, 1987, from the commercial classification as recommended by the <br />Kannapolis Planning Board to residential, the request from representatives of <br />the company on February 23 that the City Council reconsider its decision, the <br />public hearing held on March 9, 1987, and the subsequent action on that date <br />changing the Kannapolis long-range land use plan so as to designate the <br />property commercial instead of residential. Mayor Brown further stated in his <br />letter that in his opinion when the Kannapolis Zoning Ordinance and Atlas are <br />approved this property will be classified as commercial. <br /> Mr. Farrar Griggs, attorney representing Kannapolis Glass and Glazing, <br />Inc., reviewed the zoning history of this property and the property owner's <br />investment in the property. He asked for approval of the rezoning petition. <br /> Mr. Tom Dayvault, Executive Vice-President of the Kannapolis Chamber of <br />Commerce, asked for support of the proposed rezoning on behalf of the Board of <br />Directors of the Kannapolis Chamber of Commerce. <br /> Mr. Tom Bennett, property owner, reviewed the activities relating to the <br />property and the requested rezoning. A petition signed by adjoining property <br />owners in support of the rezoning from R-9 to C-3 was presented to the Board. <br /> Mr. Branson Jones, Executive Vice-President of The Greater Cabarrus <br />County Economic Development Corporation, endorsed the requested rezoning. <br /> There was no one present to speak against the rezoning petition. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Payne and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board approved Petition 87-13 by <br />Kannapolis Glass and Glazing to rezone property off South Ridge Avenue, <br />Map/PIN 5612(08)-78-5154, 5224, from R-9 to C-3. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board adopted as a formal finding of this Board that <br />there has been a substantial change in circumstances in this situation in that <br /> <br /> <br />
