96 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board authorized the Chairman, on behalf of the Board <br />of Commissioners, to execute the letter agreement of employment dated <br />April 17, 1987, for Rae & Williams to conduct the appraisal of the T.
