106 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, May 18, 1987, at 7:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne Martha H. Melvin R. Giles Moss Absent - Commissioner: William G. Hamby, Jr. The invocation was given by Reverend O. C. Hatcher, Jr., of the Kerr Street United Methodist Church. UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and unanimously carried, the minutes of May 4 and May 11, 1987, were approved as written. At 7:00 P.M., Chairman Lentz stated that the public hearing for the proposed Zoning Text amendments would be held at this time. Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, pre- sented each of the proposed Zoning Text amendments as recommended by the Planning Board. (1) Petition 87-04. Section 3.2-4, Schedule of Use Regulations. Add Antique/Craft Shops as permitted use in the A-2 zone. Planning Board voted unanimously to recommend approval. There was no one present to speak for or against the proposed amendment. UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and unanimously carried, the Board approved Petition 87-04 to amend Section 3.2-4, Schedule of Use Regulations, as follows: Add Antique/Craft Shops as permitted use in the ~-2 zone. (2) Petition 87-05. Section 3.11, Thoroughfare Overlay Zone (TOZ), page 60. Planning Board voted 3 to 1 to recommend approval. There was no one present to speak for or against the proposed amendment. UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and unanimously carried, the Board approved Petition 87-05 to amend the Zoning text to include a Thoroughfare Overlay Zone as follows: ZONING TEXT AMENDMENTS THIS WILL BE PLACED AFTER 10 YEAR GROWTH AREA SECTION (PAGE 60) 3.11 THOROUGHFARE OVERLAY ZONE (TOZ) 3.11-1 It is the intent of this district to protect the major and minor arterials listed as follows: US 29, US 601, NC 49, NC 73 and NC 24-27. It is also the intent of this district to protect the proposed alignments of the West-side By-pass as shown on the Kanlacon Thoroughfare Map. 3.11-2 Permitted Uses: Any use permitted in the applicable underlying zoning district(s) may be allowed. 3.11-3 Conditional Uses: Any conditional uses permitted in the applicable underlying zoning district(s) may be allowed. 3.11-4 Site Plan Requirements: Any of the permitted land uses allowed in the underlying district(s) shall submit a site plan with the following information included: 1. Location and arrangement of automobile parking, access, and circulation patterns. 2. Location of truck loading docks and spaces. Location and use of existing buildings, accessory structures, service areas, private or public drives, dumpster locations, pay windows, drive-in windows, and outdoor self-service facilities. 4. Location of existing and proposed signs.
