106 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, May 18, <br />1987, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Absent - Commissioner: William G. Hamby, Jr. <br /> The invocation was given by Reverend O. C. Hatcher, Jr., of the Kerr <br />Street United Methodist Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the minutes of May 4 and May 11, 1987, were approved as <br />written. <br /> At 7:00 P.M., Chairman Lentz stated that the public hearing for the <br />proposed Zoning Text amendments would be held at this time. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, pre- <br />sented each of the proposed Zoning Text amendments as recommended by the <br />Planning Board. <br /> <br />(1) <br /> <br />Petition 87-04. Section 3.2-4, Schedule of Use Regulations. Add <br />Antique/Craft Shops as permitted use in the A-2 zone. Planning Board <br />voted unanimously to recommend approval. <br /> <br />There was no one present to speak for or against the proposed amendment. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board approved Petition 87-04 to amend Section 3.2-4, <br />Schedule of Use Regulations, as follows: <br /> Add Antique/Craft Shops as permitted use in the ~-2 zone. <br /> <br />(2) Petition 87-05. Section 3.11, Thoroughfare Overlay Zone (TOZ), page 60. <br /> Planning Board voted 3 to 1 to recommend approval. <br /> <br />There was no one present to speak for or against the proposed amendment. <br />UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board approved Petition 87-05 to amend the Zoning text <br />to include a Thoroughfare Overlay Zone as follows: <br /> <br />ZONING TEXT AMENDMENTS <br /> <br />THIS WILL BE PLACED AFTER 10 YEAR GROWTH AREA SECTION (PAGE 60) <br /> <br />3.11 THOROUGHFARE OVERLAY ZONE (TOZ) <br /> <br />3.11-1 It is the intent of this district to protect the major and minor <br />arterials listed as follows: US 29, US 601, NC 49, NC 73 and NC 24-27. It is <br />also the intent of this district to protect the proposed alignments of the <br />West-side By-pass as shown on the Kanlacon Thoroughfare Map. <br /> <br />3.11-2 Permitted Uses: Any use permitted in the applicable underlying zoning <br />district(s) may be allowed. <br /> <br />3.11-3 Conditional Uses: Any conditional uses permitted in the applicable <br />underlying zoning district(s) may be allowed. <br /> <br />3.11-4 Site Plan Requirements: Any of the permitted land uses allowed in the <br />underlying district(s) shall submit a site plan with the following information <br />included: <br /> <br />1. Location and arrangement of automobile parking, access, and <br /> circulation patterns. <br /> <br />2. Location of truck loading docks and spaces. <br /> <br />Location and use of existing buildings, accessory structures, <br />service areas, private or public drives, dumpster locations, pay <br />windows, drive-in windows, and outdoor self-service facilities. <br /> <br />4. Location of existing and proposed signs. <br /> <br /> <br />
