108 <br /> <br />Any lots of record at the time of the adoption of this section <br />shall be exempt from the footage requirement. The access to <br />these lots-of-record shall be at the greatest possible distance <br />from the thoroughfare intersection. <br /> <br />3.11-8 These requirements may be reduced or increased thirty (30) percent to <br />allow increased sight distance for the access points. This requirement is <br />contingent on the recommendations made by the local and/or State traffic <br />personnel. This recommendation shall be approved by the Board of Adjustment. <br /> <br />3.11-9 Where possible, access to corner lots adjoining a thoroughfare shall be <br />made ~n the road of the lower classification. <br /> <br /> Mr. James F. Owens, Planning Director, presented information regarding the <br />proposed connector road beginning at the Kings Grant property on 1-85, trans- <br />versing the Charlotte Motor Speedway on Highway 29, and extending to Highway <br />49. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unani- <br />mously carried, the Board adopted the following resolution. <br /> <br />A RESOLUTION ENDORSING A PROPOSED <br />1-85/U.S. 29/N.C. 49 CONNECTOR ROAD <br /> <br /> WHEREAS, in the western portion of Cabarrus County in the area of the <br />corridor established by Interstate 85, U.S. 29 and N.C. 49, much land has <br />already been developed for residential, commercial and industrial uses; and <br /> <br /> WHEREAS, the rate of land development in this area west of Concord is <br />continuing at a rapid rate; and <br /> <br /> WHEREAS, traffic congestion is an increasing problem in western Cabarrus <br />County, particularly north-south traffic movement between the three major <br />highways which constitute the traffic corridor between Cabarrus County and <br />Mecklenburg County; and <br /> <br /> WHEREAS, existing north-south roads in the area cannot adequately carry <br />traffic between 1-85, U.S. 29 and N.C. 49; and <br /> <br /> WHEREAS, a new connector road has been proposed to serve as a connector <br />between 1-85, U.S. 29 and N.C. 49 in western Cabarrus County; and <br /> <br /> WHEREAS, the owners of land in the area of the proposed connector road <br />have offered to participate substantially in providing the road; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Cabarrus County Commissioners of <br />Cabarrus County, North Carolina: <br /> <br />SECTION 1: <br /> <br />That the proposed 1-85/U.S. 29/N.C. 49 connector road <br />for western Cabarrus County, near the Mecklenburg County <br />line is hereby endorsed as a project needed in order to <br />improve traffic flow and reduce traffic congestion. <br /> <br />SECTION 2: <br /> <br />That it is recommended that the proposed connector road <br />be added to the Thoroughfare Plan for Cabarrus County and <br />the KANLACON Urbanized Area. <br /> <br />SECTION 3: <br /> <br />That it be requested that the North Carolina Board of <br />Transportation add the proposed 1-85/U.S. 29/N.C. 49 <br />connector road to the Transportation Improvement Program. <br /> <br />Adopted in open session this 18th day of May, 1987. <br /> <br />ATTEST: <br />/s/ Frankie F.
