136 <br /> <br /> The Board of ComMissioners for the County of Cabarrus met in recessed <br />session at the General Services Building on Highway 73 West in Concord, North <br />Carolina, on Monday, June 8, 1987, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The Board began review of the proposed 1987-88 Cabarrus County budget <br />with the Fire Marshal budget on page 34 and completed review of the entire <br />budget. <br /> During review of the allocations to the volunteer fire departments, <br />Commissioner Melvin asked that the Board consider appropriating a comparable <br />amount to the Gold Hill Volunteer Fire Department which has an election <br />scheduled this month for the establishment of a fire tax district. Mr. <br />Charles D. McGinnis, County Manager, pointed out that the County contribution <br />of $3,000.00 is not made to those fire districts which are located in two <br />counties. <br /> Mr. McGinnis presented a Fire Department analysis comparing the 1986-87 <br />budgets, the tax payments for the districts, the estimated 1987-88 required <br />budget, the required tax rate, the requested tax rate, and the County Manager <br />recommended tax rate. He pointed out that he was recommending a change in the <br />requested tax rates for the following departments. <br /> <br /> Requested Recommended <br />Enochville .04 .03 <br />Jackson Park .03 .01 <br />Odell .035 .025 <br />Poplar Tent .05 .06 <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the following fire tax rates for <br />1987-88 as recommended by the County Manager. <br /> <br />Fire District Tax Rate <br />Allen Fire .025 <br />Cold Water Fire .04 <br />Enochville .03 <br />Flowes Store .04 <br />Georgeville .06 <br />Harrisburg .04 <br />Jackson Park .01 <br />Midland .055 <br />Mt. Mitchell .035 <br />Mt. Pleasant Rural .04 <br />Northeast .07 <br />Odell .025 <br />Pitts .035 <br />Poplar Tent .06 <br />Rimer .07 <br />Winecoff .025 <br /> <br /> Chairman Lentz announced that a memorial had been sent to the Lutheran <br />Church of the Holy Trinity in Mt. Pleasant in memory of Mr. L. Bowman Barrier, <br />former member of the Cabarrus County Board of Commissioners. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board changed Line Item 860, Equipment and Furniture, of <br />the Sanitary Landfill budget from $62,000.00 to $150,000.00 and directed the <br />County Manager to check to make sure this amount will take care of all possi- <br />bilities for the Landfill. <br /> Mr. Charles D. McGinnis, County Manager, pointed out that the Revenue <br />account for the Sanitary Landfill would also be increased by $88,000.00 to <br />offset the additional expense. <br /> Chairman Lentz stated that Mayor Ralph Austin of the Town of Mt. Pleasant <br />had requested to meet with the Board on Tuesday, June 9. <br /> During review of the Veterans Service budget, the Board discussed the <br />need for transportation to the Veterans Hospital for a number of veterans in <br />the county. Commissioner Moss reported that Mr. Lewis Williams, Veterans <br />Services Administrator, was working on possible transportation arrangements at <br />this time. <br /> <br /> <br />
