167 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the transfer of a 1983 Cox Canoe- <br />Carrying Trailer, Identification #1CZBFllS3Dl125764, purchased with Community <br />Based Alternatives Grant "Wilderness Adventure" program funds from the <br />Cabarrus County Parks and Recreation Department to the City of Concord Parks <br />and Recreation Department. The County Parks and Recreation Department has <br />withdrawn from the "Wilderness Adventure" program and the program grant has <br />been transferred to the City of Concord Parks and Recreation Department. <br /> The Board reviewed the recommendation from the Finance Director that the <br />landfill tipping fee billing be changed from quarterly to monthly for ease of <br />administration by the Finance Office. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners <br />Hamby and Moss voting against, the Board moved that landfill tipping fees <br />be billed monthly beginning January 1, 1988. Landfill users will be billed by <br />the tenth day of the month following the month for which the landfill was <br />used. Payment will due within thirty (30) days. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board declared the items as listed below as surplus <br />to the needs of the County and further resolved that these stated items be <br />disposed of by public auction on September 26, 1987, at 10:00 A.M. at the <br />County Office Building Complex parking lot. 'Cannon Memorial <br />Libraries in Concord and Kannapolis failed by a 0-5 vote. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the renewal of the agreement between <br />Cabarrus County and the City of Concord concerning the administration of the <br />Charles A. Cannon Memorial Libraries in Concord and Kannapolis for the period <br />January 1, 1988, to December 31, 1990, and authorized the Chairman to sign <br />the following agreement on behalf Of the County. <br /> <br /> <br />
