199 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Cabarrus County Courthouse in Concord, North Carolina, on <br />Monday, October 19, 1987, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Absent - Commissioner: R. Giles Moss <br /> The invocation was given by Reverend Robert Leonard of the Southside <br />Baptist Church. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of September 29, October 5, and October 13, <br />1987, were approved as written. <br /> Chairman Lentz opened the public hearing for the Zoning amendments, the <br />Sanitary Sewer Bonds, and the Technical College Bonds at 7:00 P.M. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, <br />presented each of the Zoning Atlas and Text amendments as recommended by the <br />Planning Board. Mr. Mike Byrd, member of the Planning staff, reviewed the <br />location of the areas proposed for rezoning. Public input was received on <br />the proposed amendments prior to action by the Board of Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Petition 87-26. Days Inns of America, Inc., off Davidson Highway and <br />Biscayne Drive, township 4, Map/PIN 5601-36-8664, 37-8593, 46-4798, <br />47-1535. Wishes to rezone from A-I to I-2. Planning Board Motioned to <br />recommend denial, the vote was 2-2. <br /> <br /> Mr. Larry Williams, representing Days Inns of America, Inc., and Mr. <br />Alton Thigpen, requested approval of the rezoning, stating that Mr. Thigpen <br />wished to relocate his business, R. S. Braswell Company, to the site and <br />that the other property is under contract to be purchased from Days Inns for <br />industrial purposes. <br />There was no one present to speak against the rezoning request. <br />During review of the petition, Commissioner Payne and Mr. James F. <br />Owens, Planning Director, discussed the possibility of rezoning the property <br />to Iol and creating a line item permitting the sales and service of heavy <br />equipment in the I-1 zone. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board postponed consideration of Petition 87-26 in <br />order to check into the matter as discussed by Commissioner Payne and Mr. <br />James F. Owens, Planning Director, regarding a possible I-1 classification <br />and the creation of a line item permitting the sales and service of heavy <br />equipment in the I-1 zone. This matter will be considered at the next <br />Planning Board meeting. <br /> <br />ZONING TEXT AMENDMENTS <br /> <br />(1) Petition 87-10. Planning Staff. Section 3.10, Subsection 3.10-3, Page <br /> 52, Ten Year Growth Transition Overlay District. <br /> <br />Add - F. Any development(s) allowed to reduce the lot sizes in accor- <br />dance with A or B of this section shall be required to install streets <br />with curb and gutter facilities. These shall meet the requirements set <br />by the North Carolina Department of Transportation. Ail gutters, <br />drainage, and detention facilities shall be constructed according to a <br />design approved by the County Engineer. <br /> <br />Planning Board voted unanimously to recommend approval. <br /> <br /> Mr. James F. Owens, Planning Director, stated that those subdivisions <br />having preliminary approval from the Planning Board would not be affected by <br />the proposed amendment. <br /> There was no one present to speak for or against the proposed amend- <br />ment, and the public hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted Petition 87-10 as stated above. <br /> <br /> <br />
