232 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 7, 1987, at 3:00 P.M. This meeting had been changed from 9:30 A.M. <br />to 3:00 P.M. by the Board at its meeting on November 16, 1987. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> R. Giles Moss <br /> Absent - Commissioner: Martha H. Melvin <br /> The invocation was given by Mr. E. E. Bishop. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the minutes of November 10, 12, 16, and 23, 1987, were <br />approved as written. <br /> Mr. Charles D. McGinnis, County Manager, presided over the reorganization <br />of the Cabarrus County Board of Commissioners. <br /> Commissioner Hamby nominated Commissioner Lentz for Chairman of the <br />Board. There were no other nominations. The Board voted unanimously to elect <br />Commissioner Lentz as Chairman. <br /> Chairman Lentz nominated Commissioner Payne for Vice-Chairman of the <br />Board. There were no other nominations. The Board voted unanimously to elect <br />Commissioner Payne as Vice-Chairman. <br /> Chairman Lentz presided over the remainder of the meeting. <br /> Chairman Lentz reported that The Honorable Ralph Austin, Mayor of the <br />Town of Mount Pleasant, had requested a joint public hearing of the Town <br />Council and the County Commissioners regarding the construction of the Black <br />Run Creek Reservoir.
