239 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 21, 1987, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Dr. Edward B. Tyson of the Cabarrus County <br />Schools. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of December 7, 1987, were approved as <br />written. <br /> At 7:00 P.M., Chairman Lentz opened the public hearing for the proposed <br />Zoning Atlas and Text amendments. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, pre- <br />sented each of the Zoning Atlas and Text Amendments as recommended by the <br />Planning Board. Mr. Mike Byrd, member of the Planning staff, reviewed the <br />location of each of the areas proposed for rezoning. Public input was <br />received on the proposed amendments prior to action by the Board of County <br />Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br />(1) Petition 87-29. Southeastern Felt Corp., off Armentrout Drive, township <br /> 11, Map/PIN 5539-05-8933. Wishes to rezone from I-2/I-1 to I-1. <br /> <br />Planning Board voted unanimously to approve this petition. <br /> <br /> Mr. David Riley of Southeastern Felt Corporation spoke in support of the <br />rezoning. No one spoke in opposition to the rezoning, and the public hearing <br />was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 87-29 by Southeastern Felt <br />Corporation to rezone property off Armentrout Drive, Map/PIN 5539-05-8933, <br />from I-2/I-1 to I-1. <br /> <br />ZONING TEXT AMENDMENTS <br />(1) Petition 87-17. Steve Payton, Section 3.10-3, page 51, Amend 10 Year <br /> Growth Area to read as follows: <br /> <br />Beginning at a point at the intersection of Rocky River Road and Robinson <br />Church Road also known as Point (K) as described in the "10 Year Growth <br />Boundary". Thence running easterly along Rocky River Road to a point <br />238' easterly from the intersection of McMillian Drive and Rocky River <br />Road, hereafter known as Point (K-l). Thence running southerly 902' to a <br />point, thence running westerly 530' to a point, thence running southerly <br />869' to a point, thence running north easterly 1754' to a point, thence <br />running south easterly 497' to a point, thence running easterly 577' to a <br />point, thence running northerly 1690' to a point on Rocky River Road 205' <br />westerly from the intersection of Rocky River Road and Hickory Ridge <br />Road, thence running westerly 2339' back to point (K-i). Said property <br />shall be further described as Tract (5516-36-2254) in Township 1 approxi- <br />mately 80 acres in Cabarrus County, North Carolina. <br /> <br />Planning Board voted 4 to 1 to approve this petition. <br /> <br /> Mr. Steve Payton spoke in support of the proposed amendment in order to <br />develop a subdivision. <br /> There was no one present to speak against the proposed amendment, and the <br />public hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board approved Petition 87-17 by Steve Payton to <br />amend the 10 Year Growth Area, Section 3.10-3, page 51, of the Zoning Ordi- <br />nance as recommended by the Planning Board and as stated above. <br /> <br />(2) Petition 87-18.
