Stating that the four bidders had experienced problems in meeting <br />the handicapped specifications in Bid Unit 3, he recommended that the County <br />eliminate Bid Unit #3 from the bid proposal. Mr. Little further recommended <br />that the Board award the bid to the low bidder, Clayton Company, for Bid Unit <br />#1, Bid Unit #2, and Alternate #1 for a total bid award of $20,944.36. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board awarded the Playground Equipment bid to the <br />low bidder, Clayton Company, for Bid Unit # 1 in the amount of $8,869.92, Bid <br />Unit #2 in the amount of 99,274.44, and Alternate #1 in the amount of <br />$2,800.00 for a total award of $20,944.36. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the request from Mr. James F. Cook, <br />Social Services Director, to change the Social Worker I in the Office of <br />Aging from part-time temporary to full-time permanent status. It was <br />understood that this position is funded with State/Federal funds and no <br />County cost is involved. <br /> Mr. Charles D. McGinnis, County Manager, presented a revised <br />Pretreatment Agreement between the City of Concord and Cabarrus County <br />regarding the operation of the Rocky River Wastewater Treatment Plant. He <br />stated this revised agreement was recommended in accordance with the <br />original intent that after the facility was completed a Regional Metropolitan <br />Sewer Authority would be established to be responsible for the overall <br />direction and management of the sewage treatment plant. Mr. McGinnis noted <br />that the establishment of the Authority would not necessitate a transfer of <br />assets of the plant and land from the City or of the interceptor sewer lines <br />from the County. He also presented to the Board background information <br />regarding previous attempts to establish an Authority as well as the Articles <br />of Incorporation for the Authority which had been drafted in 1978. The Board <br />asked that the revised Pretreatment Agreement be entered on the agenda for <br />the next Board meeting. <br /> Mr. Charles D. McGinnis, County Manager, reported that B & W <br />Construction Company of Concord was in the process of applying to a bonding <br />company for a performance bond in regards to the plumbing contract for the <br />County Jail addition. He stated it was his understanding that B & W Con- <br />struction Company should have an answer by February 4 regarding their appli- <br />cation for bonding. Mr. McGinnis also suggested the possibility of including <br />the Jail Plumbing contract in the request for proposals for the Cabarrus <br />County Governmental Center. The Board agreed to wait until February 4 to <br />make a decision regarding the Jail plumbing contract. <br /> Mr. Dennis E. Yates of Dennis Yates Associates presented the plans for <br />the Cabarrus County Governmental Center and requested authorization to <br />release the project for bids. The estimated cost of the facility was $9 <br />million. <br /> <br /> <br />
