Chairman Lentz and Mayor W. Ralph Austin opened the public hearing held
jointly by Cabarrus County and the Town of Mount Pleasant for the following
purpose.

The Town of Mount Pleasant, North Carolina (the "Town") proposes to
cause Black Run Creek Development Authority, Inc. (the "Authority") to
issue for and on behalf of the Town the promissory note or other
evidence of indebtedness (the "Note") of the Authority in a principal
amount not to exceed $600,000, the proceeds of which would be used to
finance in part the costs of the acquisition, construction, installation
and equipping of a dam and impoundment facility and related improvements
(the "Facility") to be located on Black Run Creek southwest of the
intersection of State Road 2426 and State Road 2416 in Cabarrus County,
North Carolina. The Facility would be operated in order to supply water
to residents of the Town and Cabarrus County.

There was no one present to speak regarding the proposed issuance of
such Note and the Facility. The public hearing was closed by Chairman Lentz
and Mayor Austin.
The Town Commissioners of Mount Pleasant voted unanimously to instruct
the Town's Attorney to proceed with the establishment of the Black Run Creek
Development Authority, Inc., to issue for and on behalf of the Town a promis-
sory note not to exceed $600,000. Upon the recommendation of the County
Attorney, the Board of Commissioners deferred action until documentation is
reviewed regarding the proposed Note.
Chairman Lentz stated that this was the day and hour scheduled for a
public hearing regarding the closing of a 400-foot long portion of a "ten
(10) foot alley," "Main Street" (unopened), and "Southside Avenue"
(unopened), in Midland between "High Avenue" (unopened) and "Central Avenue"
(unopened) and asked if anyone were present who wished to speak for or
against this road closing request.
Mr. Robert McCoy, adjoining property owner and representing the other
adjoining property owners present for the meeting, stated opposition to the
proposed road closing as he stated the roads might be useful in the future.
He expressed concern that the adjoining property owners had not been con-
tacted by those persons requesting the road closing in regards to their plans
for the property.
There was no one present to speak for the road closing, and the public
hearing was closed.
UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and
unanimously carried, the Board denied the petition by the Philanthropic
Society of Saint Vlahernis to close the 400-foot long portion of a "ten (10)
foot alley," "Main Street" (unopened), and "Southside Avenue" (unopened), in
Midland, No. 10 Township, Cabarrus County, North Carolina, between "High
Avenue" (unopened) and "Central Avenue" (unopened), as more particularly
described in Map Book 1, Page 45, of the Cabarrus County Registry.
UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and
unanimously carried, the Board tabled consideration of the Sand Clay Road
Closing Resolution until the meeting on February 1, 1988.
Mr. Steve Medlin, attorney representing Para Motor Sports, Inc., pre-
sented a proposed Lease for a portion of the County landfill property to be
used by Mr. William R. Hickok, President of Para Motor Sports, Inc., as a
recreational facility to operate a flying motor vehicle known as a paraplane.
The Board took no action on the request at this time and asked that Mr.
Hickok arrange a paraplane demonstration for Board members.
The following bids were received on January 8, 1988 for Park and Play-
ground Equipment.
