276 <br /> <br /> Chairman Lentz and Mayor W. Ralph Austin opened the public hearing held <br />jointly by Cabarrus County and the Town of Mount Pleasant for the following <br />purpose. <br /> <br /> The Town of Mount Pleasant, North Carolina (the "Town") proposes to <br />cause Black Run Creek Development Authority, Inc. (the "Authority") to <br />issue for and on behalf of the Town the promissory note or other <br />evidence of indebtedness (the "Note") of the Authority in a principal <br />amount not to exceed $600,000, the proceeds of which would be used to <br />finance in part the costs of the acquisition, construction, installation <br />and equipping of a dam and impoundment facility and related improvements <br />(the "Facility") to be located on Black Run Creek southwest of the <br />intersection of State Road 2426 and State Road 2416 in Cabarrus County, <br />North Carolina. The Facility would be operated in order to supply water <br />to residents of the Town and Cabarrus County. <br /> <br /> There was no one present to speak regarding the proposed issuance of <br />such Note and the Facility. The public hearing was closed by Chairman Lentz <br />and Mayor Austin. <br /> The Town Commissioners of Mount Pleasant voted unanimously to instruct <br />the Town's Attorney to proceed with the establishment of the Black Run Creek <br />Development Authority, Inc., to issue for and on behalf of the Town a promis- <br />sory note not to exceed $600,000. Upon the recommendation of the County <br />Attorney, the Board of Commissioners deferred action until documentation is <br />reviewed regarding the proposed Note. <br /> Chairman Lentz stated that this was the day and hour scheduled for a <br />public hearing regarding the closing of a 400-foot long portion of a "ten <br />(10) foot alley," "Main Street" (unopened), and "Southside Avenue" <br />(unopened), in Midland between "High Avenue" (unopened) and "Central Avenue" <br />(unopened) and asked if anyone were present who wished to speak for or <br />against this road closing request. <br /> Mr. Robert McCoy, adjoining property owner and representing the other <br />adjoining property owners present for the meeting, stated opposition to the <br />proposed road closing as he stated the roads might be useful in the future. <br />He expressed concern that the adjoining property owners had not been con- <br />tacted by those persons requesting the road closing in regards to their plans <br />for the property. <br /> There was no one present to speak for the road closing, and the public <br />hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board denied the petition by the Philanthropic <br />Society of Saint Vlahernis to close the 400-foot long portion of a "ten (10) <br />foot alley," "Main Street" (unopened), and "Southside Avenue" (unopened), in <br />Midland, No. 10 Township, Cabarrus County, North Carolina, between "High <br />Avenue" (unopened) and "Central Avenue" (unopened), as more particularly <br />described in Map Book 1, Page 45, of the Cabarrus County Registry. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board tabled consideration of the Sand Clay Road <br />Closing Resolution until the meeting on February 1, 1988. <br /> Mr. Steve Medlin, attorney representing Para Motor Sports, Inc., pre- <br />sented a proposed Lease for a portion of the County landfill property to be <br />used by Mr. William R.
