318 <br /> <br />evidencing said Board's determination of the result of the canvass of the <br />returns of the special bond referendum held in the County of Cabarrus on <br />March 8, 1988 upon the question of approving $25,000,000 School Bonds of said <br />County, does hereby declare and certify the result of said referendum to be <br />the result which is set forth in the following statement of the result of <br />said referendum, which statement has been prepared by said Board of Commis- <br />sioners: <br /> <br /> STATEMENT OF THE RESULT <br /> of the <br /> SPECIAL BOND REFERENDUM <br /> held in the <br />COUNTY OF CABARRUS, NORTH CAROLINA <br /> on March 8, 1988 <br /> UPON THE QUESTION OF APPROVING <br /> AN ORDER AUTHORIZING <br /> $25,000,000 SCHOOL BONDS <br /> <br /> At a special bond referendum held in the County of Cabarrus on March 8, <br />1988, 44,649 voters were registered and qualified to vote. <br /> At said referendum 13,409 votes were cast for the order adopted on <br />January 14, 1988, authorizing not exceeding $25,000,000 School Bonds of the <br />County of Cabarrus, North Carolina, for the purpose of providing funds, with <br />any other available funds, for erecting additional school buildings and other <br />school plant facilities, replacing, remodeling, enlarging and reconstructing <br />existing school buildings and other school plant facilities and acquiring any <br />necessary land, rights of way and equipment therefor, in order to provide <br />additional school facilities in said County to maintain the nine months' <br />school term as required by Section 2 of Article IX of the Constitution, and <br />authorizing the levy of taxes in an amount sufficient to pay the principal of <br />and the interest on said bonds, and 4,245 votes were cast against said order, <br />and a majority of the qualified voters of said County who voted thereon at <br />said referendum having voted in favor of the approval of said order, said <br />order was thereby approved and is in force and effect. <br /> <br />Board of Commissioners <br />for the County of <br />Cabarrus, North Carolina <br /> <br /> Section 2. The Clerk to the Board of Commissioners shall file a copy of <br />the foregoing statement of the result of said referendum in her office and <br />shall publish such statement once in The Concord Tribune and The Daily <br />Independent. A statement in substantially the following form shall be <br />published with the foregoing statement: <br /> Any action or proceeding challenging the regularity or validity of this <br />bond referendum must be begun within 30 days after (date of publication). <br /> <br />Board of Commissioners <br />for the County of <br />Cabarrus, North Carolina <br /> <br /> Section 3. This resolution shall take effect upon its passage. <br /> Upon motion of Commissioner Hamby, seconded by Commissioner Payne, the <br />foregoing resolution entitled: "RESOLUTION DECLARING THE RESULT OF THE <br />SPECIAL BOND REFERENDUM HELD IN THE COUNTY OF CABARRUS ON MARCH 8, 1988 UPON <br />THE QUESTION OF APPROVING AN ORDER AUTHORIZING $25,000,000 SCHOOL BONDS" was <br />passed by the following vote: <br /> Ayes: Commissioners Hamby, Payne, Melvin, and Moss and Chairman Lentz <br /> Noes: None <br /> <br /> The Board reviewed the request from Mr. Leonard B. Sossamon, Concord <br />City Manager, for permission for the City of Concord to tie on to the <br />Cabarrus County sewer line serving the Community Development Project on <br />Highway 73 West. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the specific request as described in <br />the February 18, 1988, letter from Mr. Leonard B. Sossamon, Concord City <br />Manager, for the City of Concord to tie on to the Cabarrus County sewer line <br />serving the Community Development Project at Station 7+76.60 on the County's <br />line with a charge of $1,500.00 as the Discharge Permit Fee and a Tapping Fee <br /> <br /> <br />
