319 <br /> <br />as follows: All materials, equipment, and labor cost plus 15%. Tapping fee <br />waived if installed by licensed contractor or paid by applicant. The Board <br />further directed that the connection shall be metered in a manner acceptable <br />to the County and that any future connections would require approval of this <br />Board. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following resolution. <br /> <br /> RESOLUTION SUPPORTING THE DEVELOPMENT OF NEW <br />1-85/EARNHARDT ROAD INTERCHANGE AND A NEW <br />CONNECTOR ROAD BETWEEN N.C. 136 AND PENNINGER ROAD <br /> <br /> WHEREAS, in the north central portion of Cabarrus County immediately <br />east of both Concord and Kannapolis in the vicinity of Interstate 85 much <br />land has already been developed for residential, commercial and industrial <br />uses; and <br /> <br /> WHEREAS, the rate of land development in this area immediately east of <br />Concord and Kannapolis is accelerating at a rapid rate; and <br /> <br /> WHEREAS, traffic congestion is an increasing problem in this area where <br />the two cities are growing toward each other; and <br /> <br /> WHEREAS, there exists in this area a distance along 1-85 of over five <br />miles, between the 1-85/U.S. 29 interchange in northern Concord and the <br />1-85/Lane Street interchange near the Cabarrus/Rowan County line, which has <br />no access to Interstate 85; and <br /> <br /> WHEREAS, the North Carolina Board of Transportation has recognized the <br />need for access to 1-85 in this area by adding to the Transportation Improve- <br />ment Program, Project 1-2303 to convert the existing grade separation into a <br />new interchange as a project scheduled for feasibility study and/or <br />right-of-way protection; and <br /> <br /> WHEREAS, the North Carolina Board of Transportation has recognized the <br />need for a new connector road in this area between N.C. 136 and Penninger <br />Road by incorporating into the Thoroughfare Plan for the KANLACON urbanized <br />area a proposed thoroughfare; and <br /> <br /> WHEREAS, the Board of Commissioners of the County of Cabarrus, North <br />Carolina supports economic development in the City of Concord and Cabarrus <br />County; and <br /> <br /> WHEREAS, the Board of Commissioners recognizes that economic development <br />opportunities exist in this area immediately east of Concord and Kannapolis <br />in Cabarrus County served by 1-85 and N.C. 136; and <br /> <br /> WHEREAS, the Board of Commissioners has supported the development of a <br />connector road between N.C. 136 and Penninger Road with a connection to <br />Earnhardt Road and a new 1-85/Earnhardt Road interchange; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the <br />County of Cabarrus, North Carolina: <br /> <br />SECTION 1. That the Board of Commissioners does support the North <br />Carolina Department of Transportation in its efforts to develop this <br />interchange and connector road in two phases as follows: <br /> <br />Phase 1: Convert the existing grade separation between 1-85 and <br />Earnhardt Road (SR 2126) into an interchange with simultaneous construc- <br />tion of the portion of the proposed connector road from <br />N.C. 136 to the extension of Earnhardt Road, approximately <br />1 3/4 miles. <br /> <br />Phase 2: Construction of the remaining portion of the proposed <br />connector road from the Phase 1 terminus to Penninger Road, approxi- <br />mately 2 miles. <br /> <br />SECTION 2. That the Board of Commissioners requests the North Carolina <br />Department of Transportation to consider participating with local <br /> <br /> <br />
