Bennett, Finance Director, and Mr. Henry Waldroup, Superin- <br />tendent of Water and Sewer, presented recommended revisions to the County <br />Water System Regulations and Sewer Ordinance. During review of the proposed <br />revisions, members of the Board expressed concern regarding late fees and <br />disconnection of service. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with <br />Chairman Lentz and Commissioners Melvin and Payne voting for and Commis- <br />sioners Hamby and Moss voting against the Board approved the following <br />revisions to the Cabarrus County Water System Regulations and Cabarrus County <br />Sewer Ordinance. <br /> <br />CABARRUS COUNTY <br />WATER SYSTEM REGULATIONS <br /> AMENDMENTS <br /> <br />Section II. GENERAL RULES <br /> <br /> M. Refusal to Accept Service <br /> Should any person pay for a connection to the system and after that <br />connection is installed not use the service or at least pay the monthly <br />minimum fee as established in the rate schedule, then the service will be <br />made unusable at the time a customer's bill is greater than or equal to his <br />or her security deposit. The deposit will then be applied to the account's <br />balance. If in the future the person desires service, the connection fees <br />and deposits in effect at that time would be required for the service to be <br />reactivated. <br /> <br />Section III. EXTENSION POLICIES <br /> <br /> E. Billing <br /> Meters will be read at such time that bills will be received by the <br />customer on or about the 1st of every month. The net amount will be due at <br />the Tax Collector's Office on or before the 14th of the month. After that <br />date, the customer will be notified that the account is delinquent and a late <br />payment fee added to the outstanding bill. If the bill is not paid in full <br />on or before the 24th, water services will be discontinued and an additional <br />reconnection fee will be required to have it restored. <br /> <br /> H. Deposits <br /> Ail services will require an advancesecurity deposit for the <br />guarantee of payment of final water bill. If property is sold, a deposit <br />cannot be transferred from one owner to another. The new owner must pay his <br />own deposit and the former owner's deposit will be applied to the account or <br />refunded depending on the status of the account. If property is rented each <br />tenant is responsible for paying his own deposit. The amount of the deposit <br />is listed in the rate schedule. <br /> <br /> J. Service Call Char~es <br /> A service call charge of $25 will be assessed to an account when <br />the call is not County Utility related. <br /> <br /> <br />
