312 <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board rejected all bids for the tandem tractor and <br />heavy duty trailer due to insufficient funds in the budget and as requested <br />by Mr. William F. Pilkington, Health Director. <br /> A summary of an Opinion received in a letter dated March 3, 1988, from <br />Mr. Douglas A. Johnston, Assistant Attorney General, in regards to charges <br />for computer-generated lists of registered voters in Cabarrus County is as <br />follows. <br /> <br />To summarize, it is our conclusion that the County may charge a reason- <br />able fee to the Board of Election and the Board of Election may charge a <br />similar or slightly higher fee to accommodate its additional clerical <br />cost in "passing along" the list to the person making the request for <br />such list (G.S. 163-66). However, there does not appear to be a basis <br />for charging a different rate to the public, depending on whether the <br />person requesting the list is a candidate or non-candidate or is <br />questing it for a candidate or a non-candidate. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Cox~issioner Payne and <br />unanimously carried, the Board adopted as its overall policy the following <br />motion which was adopted on February 1, 1988, and recorded on Page 285 of <br />Minute Book 20. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to make available to all candidates <br />running for political office in this county that they be allowed to <br />purchase the names from our computer section through the Board of <br />Elections for 1~ cents per name and that the minimum charge for any <br />request would be $200.00. <br /> <br /> The Board deferred the item on the agenda regarding Coddle Creek Reser- <br />voir until the next meeting as Mr. Paul Watson, Engineer with HDR Infrastruc- <br />ture, Inc., was unable to be present for this meeting. <br /> Ms. Joan Swaringen, Special Populations Supervisor with the Cabarrus <br />County Parks and Recreation Department, reviewed the North Carolina Arts <br />Council's Grassroots Fund grant application for the Cabarrus Senior Games <br />Flag Line. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized the Cabarrus County Parks and <br />Recreation Department to file a grant application for funds in the amount of <br />$1,000.00 from the North Carolina Arts Council's Grassroots Fund for the <br />Cabarrus Senior Games Flag Line. <br /> At 8:00 P.M., Chairman Lentz announced that this was the day and hour <br />scheduled for representatives of the Department of Transportation to present <br />an annual Secondary Road Program for Cabarrus County for fiscal year 1988-89 <br />and asked if anyone were present who wished to speak regarding the proposed <br />program. <br /> Mr. J. D. Goins, Division Engineer with the North Carolina Department of <br />Transportation, and Mr. Larry Gordon, District Engineer with the Department <br />of Transportation, made the final presentation of the proposed 1988-89 <br />Secondary Construction Program for Cabarrus County. <br /> The Board acknowledged receipt of a letter from residents of Guildbrook <br />Road complaining of the poor condition of that road and asking for assistance <br />in getting the road paved. <br /> There being no one present to speak regarding the proposed 1988-89 <br />Secondary Roads Program, Chairman Lentz closed the public hearing. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board accepted the proposed 1988-89 Secondary <br />Road Program for Cabarrus County as recommended by the North Carolina <br />Department of Transportation.
